<br />. <br /> <br />e <br /> <br />e. <br /> <br />Ms. Miller wondered regarding the Federal regulations, if the Council <br />needed to make a formal statement that it does not believe such a loan <br />would violate public policy under the terms of the Federal '74 Housing and <br />Community Development Act. Rather, Council was adopting this as a separate <br />City policy. Mr. Laird said that was so implied. <br /> <br />VI. <br /> <br />Vote was taken on the motion, which carried with all Councilors <br />present voting aye except Mr. Lieuallen voting no. <br /> <br />Program Agent Status Report--Memo and materials distributed. <br /> <br />Randy Miller, of the Personnel Department, reviewed the memorandum. <br />Program Agent status for the City would start April 1. At that time, <br />the City would assume responsibility for administering 30 percent of the <br />funds now being administered by Lane County. For the six-month period <br />from April to the September 30, those funds would amount to $1.5 million. <br />He said there will be approximately 300 CETA employees participating. <br />Eight to 10 staff persons will be hired to implement the program. Space <br />will be provided in the Medical Arts Building. A major issue negotiated <br />with the County was what services the County and City could jointly <br />administer to provide economic efficiency, with a coordinating public <br />information program to help avoid public confusion and a coordinated <br />management information system. He reviewed the recommendations as out- <br />lined in the memorandum: 1) Approve the concepts as outlined for Program <br />Agent implementation~ 2) Authorize City Manager to sign Program Agent <br />subgrant (April 1 through September 30) and any modification to that <br />subgrant; and 3) (amended) To authorize the City-designated representa- <br />tivesto the County ETAC to serve as the formal interim advisory committee <br />to Program Agent staff and the City Council; instruct staff to draft an <br />ordinance to define PAAC responsibilities and membership that assures <br />proper coordination with other City and County advisory bodies involved in <br />employment, training, and related economic development programs. <br /> <br />In response to a question from Mr. Lieuallen, Mr. Miller said that the <br />relationships with the County have improved significantly. He said many <br />problems have been resolved and he was encouraged with the emerging <br />partnership. He said at a staff level, most concerns and issues had been <br />resolved. The County Commissioners and City Council have yet to agree on <br />the proposed solutions. <br /> <br />Regarding a question from Mr. Lieuallen for use of funds in private <br />enterprise training, Mr. Miller said that changes in new rules will take <br />place which will allow a portion of Title VI funds to be used in the <br />private sector. The funds will not be allowed to be used by the City <br />until the County sets up a Title VII (new) program for private enterprise. <br /> <br />Ms. Smith had served on the ETAC Committee and felt the relationships were <br />, much improved between the County and City since she first started serving. <br />Regarding PAAC, she questioned whether it was necessary to place that in <br />ordinance form. She felt perhaps after the agreement had been signed <br />would be a better time. She was concerned about formalizing the structure <br />too quickly.
