Consideration of Requests re: Extension of Cable TV to New Areas--(Memo <br />and ordinance distributed.) <br /> <br />Manager said the proposed ordinance would require developers of property <br />to provide a trench for installation of cable equipment and to give <br />Teleprompter 30 days' notice of when the trench would be available. It <br />provides the City will have the trench dug if the property owner does <br />not do so, and recover the cost from the property owner. It further <br />provides Teleprompter must pay for having a new trench provided if equip- <br />ment is not placed in the trench within two days of the time the trench <br />is made available. <br /> <br />Ms. Benjamin said an addition to the ordinance was made in Section <br />7.340(1) which changed the last line to read, "Trenching within the public <br />right-of-way shall conform to Section 7.290 to 7.335 of this Code.11 <br /> <br />C.B. <br /> <br />1875--Concerning trenching for television cables; adding Section <br />7.340 to Eugene Code, 1971; and declaring an emergency was <br />read by council bill and title only, there being no Councilor <br />present requesting it to be read in full. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the Council, and that enactment be considered at <br />this time. Motion carried unanimously and the bill was read <br />the second time by council bill number only. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, that the bill be <br />approved and given final passage. Roll call vote. All <br />Councilors present voting aye, the bill was declared passed <br />and numbered 18372. <br /> <br />VII. Systems Develo ment Tax Exem tion for the Central Planning District-- <br />Memo and map distributed <br /> <br />Manager noted the proposal was to implement central city planning <br />objectives by encouraging new development in the older areas of the <br />city, providing for more compact growth, and implementing, improvements <br />in the older downtown area. It has been reviewed by the Community <br />Development Committee and the Joint Housing Committee, as well as <br />the Planning Commission. Another memo from'the Joint Housing Committee <br />was distributed asking that the total exemption area be expanded to <br />include the total Westside NIP area.
