BALLOT MEASURE RE: PARK LAND ACQUISITION <br /> <br />CB 1906--Authorizing ballot measure June 26, 1979, converting balance of ~ <br />$4.0 million Park Serial Levy to a 20-year General Obligation <br />Bond issue and declaring an emergency was read by number and <br />title only, there being no Council member present requesting that <br />it be read in full. <br /> <br />Mr. Delay moved, seconded by Mr. Hamel, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the Council and that enactment be considered at this <br />time. Motion carried unanimously and the bill was read the <br />second time by council bill number only. <br /> <br />Mr. Delay moved, seconded by Mr. Hamel, that the bill be approved <br />and given final passage. Roll call vote. All Councilors present <br />voting aye. The bill was declared passed and numbered 18397. <br /> <br />Res. No. 3144--Revoking the authorization by the voters of the City <br />on September 21, 1976, for an annual levy for acquiring <br />park land and authorizing the City Council to issue <br />general obligation bonds in the amount of $4 million <br />for acquiring park land was read by number and title. <br /> <br />Mr. Delay moved, seconded by Mr. Hamel, to adopt the resolution. <br />Roll call vote. The motion carried unanimously. <br /> <br />V. BALLOT MEASURE RE: 1979-80 TAX RATE <br /> <br />e <br /> <br />Manager reported on the action taken by the Budget Committee on a split vote <br />8-5. The Budget Committee decided on a total budget figure of $28,329,670. <br />That was more than was recommended. It was a total budget increase of 8.6 <br />percent. The Budget Committee was also split on how to finance the budget. <br />The alternative measures being suggested were approved by the same split vote. <br />Manager went over 15 items on a memorandum entitled "Possible Further Adjust- <br />ments to Recommended 1979-80 Budget." If these deletions were made, the budget <br />would be a 7.6 percent increase. The total deletions were $274,640. Manager <br />explained the proposed cuts. He said he wanted a ballot measure that will have <br />a reasonable chance of passing on the June ballot with a high level of consensus <br />within the Council. If the measures do not pass, the next election is in August <br />or September. If the measure does not pass on either of those, a November <br />election will be necessary. <br /> <br />Mr. Obie asked how much of an increase in property taxes this represents. <br />Manager told him it was an increase of 19.5 percent. Mr. Lieuallen objected <br />to the new positions in Police being cut. He urged funding in order for the <br />Police to take a creative approach to problems.
