<br /> , <br /> e MINUTES <br /> EUGENE CITY COUNCIL <br /> August 13, 1979 <br /> Regular meeting of the City Council of the City of Eugene, Oregon, was called to <br /> order August 13, 1979, 7:30 p.m. in the City Council Chambers, by His Honor Mayor <br /> Gus Keller, with the following Councilors present: Betty Smith, D. W. Hamel, Eric <br /> Haws, Scott Lieuallen, Brian Obie, Gretchen Miller and Emily Schue. Councilor Jack <br /> Delay was absent. <br /> 1. APPOINTMENTS--LANE COUNTY EMPLOYMENT TRAINING ADVISORY COMMITTEE <br /> Ms. Smith moved, seconded by Mr. Hamel, to approve the appointments <br /> of Vivian Frelix-Hart and Mary Alice Brown to the ETAC Committee. <br /> When Ms. Miller asked if there were other applications, the Mayor apolo- <br /> gized for the haste with which only these two appointments were brought <br /> before the Council. <br /> Ms. Smith said that ETAC will be meeting tomorrow to review the City of <br /> Eugene's projects for further funding by CETA. Since there had recently <br /> e been two resignations, it was felt that Eugene ought to be fully represented. <br /> The positions had been advertised and these were the two people best quali- <br /> fied to fill the categories of minority and non~profit. Ms. Brown is a <br /> member of Harmony House and a secretary with LINK. Ms. Frelix-Hart is a <br /> member of the Minority Commission. <br /> To Mr. Lieuallen's question as to what committee approved the names of the <br /> appointments, the Mayor replied that he and staff, along with Ms. Smith, <br /> had selected the names. Mr. Lieuallen expressed surprise at this appoint- <br /> ment process. Ms. Smith replied that the selections had been going on <br /> since the resignation of Liz Heath three or four weeks ago. Ms. Miller <br /> did not have trouble with these particular appointments, but in the future <br /> would feel more comfortable with being able to scan all of the applications. <br /> She did not want to see this type of selection procedure become general <br /> po 1 icy. <br /> The motion to appoint carried unanimously. <br /> Noting that next year's CETA program will not have as many funds as it did <br /> this year, Ms. Smith told the Councilors that they could expect to be <br /> lobbied by agencies that may have positions cut. She asked Councilors to <br /> wait on any act,ion until the final ETAC report comes to the City Council. <br /> Mr. Lieuallen replied that he welcomed any input that could give him <br /> further information about CETA. <br /> - <br /> '1Z~ 8/13/79--1 <br /> - <br />
