found that the Franz Bakery site north of 3rd between Polk and Blair .
would best meet the neighborhood needs. The Council voted to ask the
City to acquire the land by any means necessary. A week later, Mr.
Walt Haniuk sent a letter to Mr. Scobert. On May 11, the Whiteaker
Community Council mi nutes reported, IIThey di scussed the frustrati ng
Blair Park situation. The Parks Department has destroyed the momentum
of the project. We will write a letter to the City over the way it
has been handled . . . . A meeting will be arranged. . . . II Mr.
Martin felt that the Whiteaker neighborhood picked the Franz site and
published it, and that the City staff picked the Scobert site and did
not publish it. This will be settled in court, he said, but wondered
what he should do with his building permit. III am ready to go,1I he
said.
Jo Lu Roberts, 2775 Friendly Street, said that on December 5 she
submitted a petition of 200 people who did not want the park on that
site. Maureen Goode also had a petition. III have asked for a copy of
that petition, and have not been able to get a copy after three
requests and two letters,1I she said. Lots of people do not even know
what the Whiteaker Community Council is. She also mentioned she had
been told that the old post office site was given to the City as a
pa rk .
R. B. Johnson, 394 Blair Boulevard, has lived across from the Scobert
site si nce 1943. It does not seem fair to come in and take property
away from the family, since there is not a need for a park in the
area, she said. e
Dale Scobert said they had received a copy of the Goode petition and
had checked on the people that signed. Most of the people live in
apartments, he said. A lot of the people no longer live in the area.
Public hearing was closed, there being no further testimony.
Mr. Obie was told that the date of the resolution was November 27,
1978, and he pointed out that Ms. Schue and Ms. Miller were not on the
Council at the time. Both Ms. Schue and Ms. Miller replied that they
were in the room at the time, and that they had personally seen the
site during that time as well.
Ms. Smith asked about Mr. Martinis building permit. Manager repl ied
he did not know of a valid building permit. Mr. Martin produced a
paper for the staff and Manager replied that it was news to them and
they would look at it. Ms. Smith asked if a valid building permit
should have an impact on the decision of the Council.
Mr. Long replied that the decision of the Council is whether they want
to acquire the land as a park site.
Mr. Haws replied that it wouldnlt make any difference if it had a
highrise on it. The issue is whether the Council wants to condemn it
or not. .
'1'16 8/13/79--18
