,
- front footage, not by percentage of individuals in favor. On Project 6
the developer is developing the area and eventually there would be a
need for a paved city street for access. The paving of Laurel Hill
Drive will result in the removal of 44 to 50 trees varying in width.
Mr. Lieuallen left the meeting.
Mr. Obie asked how many city residents were in favor of the Laurel
Hill pavi ng. Mr. Allen replied 46 percent.
Mr. Haws said the issue was to pave or not to pave, regardless of
the petition.
To Ms. Millerls question regarding the width of the paving, Mr. Allen
replied it would be between 24 and 28 feet wide, depending upon the
trees. To the question of County jurisdiction, Mr. Allen replied that
all but one parcel has been worked out with the County. Mr. Allen
noted that the State would construct a connector to Laurel Hill Drive
from the 1-5 interchange at Augusta Street.
Ms. Smith moved, seconded by Mr. Hamel, to award the bids.
Mr. Obie and Ms. Miller indicated that they would vote no on Item 6.
Ms. Smith asked Mr. Allen what would happen if they did, and he
replied that the developer would make his access road or will continue
to use Laurel Hill Drive.
e Mr. Obie moved, seconded by Ms. Miller, to segregate Item 6.
Motion carried 5:1, Mr. Hamel voting no.
Ms. Smith moved, seconded by Mr. Hamel, to not award Item 6.
Mayor noted that the motion would serve no useful purpose. It is
inevitable and having experience with Willamette Street one time, it
should have been approved and wasnlt. When it was approved, the price
had come back six or eight dollars higher. He found that if a street
were needed in a system, it is best to approve it. He hoped the
Council would find that they should support the motion to pave Item 6.
Motion not to award Item 6 carried 4:2, Hamel and Haws voting no.
Motion to award all other Bid Awards to the lowest bidder carried
unanimously.
Upon motion duly made and passed, the meeting was adjourned to August 15, 1979.
Respectfully submitted,
c~~
e Ci ty Manager
(Recorded by Beth Conant)
BC:pm/CM8b12
4 '+t:t 8/13/79--21
