He said this land is committed to urban use. It <br /> conforms to the 1990 Plan. It is surrounded by development. The area <br /> is recognized as suitable for residential housing. Services are <br /> available to this land already. The need for developed land by the <br /> city makes it desirable to annex the land. The trunk sewer line would <br /> be amortized and it would be made available to other parts of the <br /> city. <br /> Marvin Knutson, 2677 Willakenzie Road, said, if successful, their <br /> intention is to develop this acreage over a period of 10 to 12 <br /> years. Homes that are built on this property will be homes that are <br /> needed. <br /> Jerry Saunders, 2206 Donovan Drive, Chairman of Lane County Farmers <br /> and Ranchers, a division of the Farm Bureau, is a partner in the <br /> - Saunders' farm located on Ayers Road. He said this property has been <br /> farmed since 1875. He said the land is not prime farm land because it <br /> is heavier textured and short in water. It would rent for $40 an acre <br /> rather than $70 for Class 1 acreage. It is not good because of the <br /> proximity to urban areas. <br /> Larry Thorpe, 644 North A Street, Springfield, represented Dessler/ <br /> Allen, and noted his clients were available to answer questions, along <br /> with Mr. Oleson, the engineer for both projects. He referred to staff <br /> notes and minutes, as well as a letter of support from Neil Murray. <br /> He showed an artist's rendering of the planned development and the <br /> gravel pond. He explained that in the city's inventory of buildable <br /> lots, mobile home lots are not segregated. There is a need for more <br /> mobile home park lots in the city. It is a different market. He <br /> asked that the Council consider that the two requests are not the <br /> same. This request is for 48 acres, 15 under water, and only 10 acres <br /> are tillable farm land. <br /> Listed below were those testifying against the annexation. <br /> Cynthia Wooten, 670 West 10th Avenue, representing herself and People <br /> To Preserve Agricultural Land, cited the reduction in farms and farm <br /> acreage since 1935, along with the increase in population.
