A key difference between the City’s current rules and other jurisdictions is the requirement that driver <br />criminal background checks and driving histories are run through the Eugene Police Department’s <br />(EPD) records check system which includes access to our law enforcement databases. Most TNCs <br />conduct driver criminal background checks and driving histories through third party databases and many <br />cities accept these background checks as sufficient. <br />Another important aspect of the City running our own background check process is the ability to have an <br />up-to-date list of active drivers. This allows the city to be notified quickly by the DMV or EPD if an <br />active driver has a serious violation which would constitute the need to revoke their certification. While <br />TNCs typically allow municipalities to audit driver records, they do not generally provide a list of all <br />drivers to a city. <br />Medford, Oregon currently requires all TNC drivers to get a business license independent of their <br />application to the TNC (see Attachment B) – since they are considered independent contractors by <br />CĻĬƩǒğƩǤЊЍͲЋЉЊБͲƚƩƉ{ĻƭƭźƚƓΑLƷĻƒ5 <br /> <br />
