he suggested adding "adequate open space, neighborhood character," making
e the sentence read, "Emphasis should be placed on siting and design criteria
to ensure privacy, adequate open space, neighborhood character, and to
permit use of solar energy." He also felt there should be a d(5), which
would read, "Minimum lot size for duplexes and triplexes should be reduced."
Also, under 3b(1), at the end of the sentence, he felt that there should
be a note saying, "See proposal 10."
Mr. Lieuallen suggested accepting all of Mr. Obie1s modifications. He
feels that, while there is a need to infill and increase density, there
is also a need to be sensitive to residents~ concerns area by area. Mr.
Delay said Council needs to look at ways of forcing higher density. It is
the undeveloped land where there will be the greatest opportunity get a
hold on the future for delivering services.
Po 1 icy 3b ( 2) : Ms. Miller felt that "(panhandle lots)" should be placed
after the word "requirements," rather than before it.
Po 1 icy 3c ( 1 ) : Ms. Miller wondered about making that policy more specific,
since it says that "alternatives to current standards should be explored."
She wondered if it meant density requirements, siting, design, or what.
Mr. Farah responded it could mean density, parking, coverage, etc. Mayor
Keller suggested that, if she were to look at Proposal 4, that might help
clarify the situation.
Mr. Lieuallen said he would like from staff some comment on reducing
e parking for apartments. He wants an assessment of how staff sees that
possibility developing. Mr. Delay said it is obvious there are many
inhibiting factors. He wanted to ensure ways would be explored to elimi-
nate some economic impediments to having that kind of a development.
It was understood that discussion would be concluded on the policies
either at the next Wednesay Council meeting or as soon as the agenda
permits its inclusion.
Upon motion duly made, seconded, and passed, the meeting was adjourned to
September 19, 1979.
.~ )
Charles T. Henry
City Manager
(Recorded by Diane Price)
DP:so/CM7b1
e
9/12/79--5
5/1
