<br />-- <br />CB 2006--Authorizing rezoning from County AGT Agricultural, Grazing, <br /> and Timber-Raising District to City R-1/PD Single-Family Resi- e <br /> dential District with Planned Unit Development procedures and <br /> R-l Single-Family Residential District for property located south <br /> of Martin Drive between West Amazon Drive and Center Way was read <br /> by number and title only, there being no Councilor present <br /> requesting it be read in full. <br /> Mr. Delay moved, seconded by Ms. Smith, that findings supporting <br /> rezoning as set forth in Planning Commission staff notes and <br /> minutes of September 4, 1979, be adopted by reference thereto; <br /> that the bill be read the second time by council bill number only <br /> with unanimous consent of the Council, and that enactment be <br /> considered at this time. Motion carried unanimously and the bill <br /> was read the second time by council bill number only. <br /> Mr. Delay moved, seconded by Ms. Smith, that the bill be approved <br /> an given final passage. Ro 11 ca 11 vote. All Councilors present <br /> voting aye, the bill was declared passed and numbered 18514. <br />B. Rezoning <br /> 1. Property located in the East Butte District in the Whiteaker <br /> Neighborhood between Skinner Butte Park and High Street, south <br /> of vacated east-west alley south of Cheshire Street, and north <br /> of the east-west alley north of 4th Avenue from R-2 Limited <br /> Multiple-Family Residential District and RG Garden Apartment <br /> District to R-2/20A Limited Multiple-Family Residential District e <br /> with a maximum density of 20 units per acre. (Eugene Planning <br /> Commission; East Butte) (Z 79-24) (Map Distributed) <br /> Mr. Saul, Planner, said that the May 24, 1978, Whiteaker Refinement <br /> Plan determined that certain portions of East Butte should be medium <br /> density and other portions medium to high density. Medium density <br /> means 10 to 20 units per acre for the portion of the historic landmark <br /> area and medium-high density means 20 to 30 units per acre plan <br /> designation for the northern portion of that area. At the same time, <br /> it directed consideration of historic preservation for the area. <br /> The Historic Review Board completed its work on review of historic <br /> area designation for development of standards and Council approved the <br /> plan on April 11, 1979. It approved the standards under which new <br /> development were also to occur. This rezoning is the last step in <br /> that implementation plan. Staff recommended, and the Planning Commis- <br /> sion concurred with, the approach of using R-2 zoning with density up <br /> to 20 units per acre which is consistent with the Refinement Plan for <br /> the medium-density area. <br /> e <br /> 10/8/79--4 <br /> 54~ <br />
