Thus, more spaces can be created than now exist. <br /> Mr. Delay wondered what would happen with those all-day meter lots which are <br /> somewhat less expensive. Mr. Bischoff responded that rates on those parking <br /> meters will be increased at the same time. In answer to a question from Ms. <br /> Miller, Mr. Bischoff also commented that the parking meter rates will be raised <br /> city-wide because the rationale is the same--that being that maintenance of the <br /> parking spots is more costly than the revenues currently being received. Mayor <br /> Keller expressed some concern with the penalty for violations of parking in the <br /> Free Parking District. It is recommended that the fine be increased from $50 to <br /> $200. Assistant City Manager said that this would give the judge more latitude <br /> and that $200 would be the maximum fine which the judge could levy. I n some <br /> cases, a judge might be dealing with a scofflaw, who is openly defying the <br /> parking rules. The rental value per parking space is about $70 per month, and <br /> so chronic offenders are in actuality stealing from the public. <br /> Mr. Bischoff said he looked at the economic value of a parking space in retail <br /> dollars. In studies done on the number of parking spaces versus retail revenue <br /> in the downtown area, he estimates each stall generates approximately $30,000 to <br /> $40,000 a year of retail business. <br /> Mr. Lieuallen wondered if any advantages would be afforded two-person carpools. <br /> Mr. Bischoff said that initially, carpools of three or more will receive free <br /> parking. Eventually, ride sharing with one other person will result in reduced <br /> . costs. Mr. Lieuallen noted that the cost had been estimated at $7,000 to $8,000 <br /> per stall to build new parking sites. He wondered what the Park-N-Ride system <br /> costs will be. Mr. Bischoff said that it will cost about $8,000 a month to run <br /> two buses five days a week, thereby demonstrating that the Park-N-Ride system <br /> will be far less costly than building new parking spaces. There is no competi- <br /> tion at this point with Lane Transit District as the Transit District does not <br /> have enough rolling stock to provide a downtown Park-N-Ride service. They are <br /> experimenting, however, with this program in some outlying areas. If, at some <br /> future point, the Transit District can provide that service, the City will <br /> gladly bow out. <br /> Mr. Delay moved, seconded by Ms. Smith, to approve <br /> the report in concept. Motion carried unanimously. <br /> It was understood that the necessary materials for formal approval would be <br /> brought to the December 19 Council meeting. <br /> V. FIELD BURNING--STATUS REPORT <br /> Manager explained that a resolution before Councilors would, if enacted, authorize <br /> the adoption of a Memo of Understanding between the City and the seed growers <br /> which is, in effect, the adoptlon of a peace treaty and an end to a long, expen- <br /> sive war.
