If that forecast indicates a possible violation, there will <br /> be no burning allowed for that day. <br /> Mr. Smith said that emission controls will reduce smoke impact. The particulate <br /> monitor and performance standards will prevent field burning from violating <br /> Federal Air Quality Standards. It is also possible that something similar could <br /> be implemented in other parts of the valley. <br /> Mr. Lieuallen asked for clarification on whether the acreage limitation system <br /> would be in effect. Mr. Smith said there would no longer be an acreage limita- <br /> tion, that it would be based strictly on performance standards. Mr. L ieuallen <br /> wondered if the Seed Council had agreed to this plan, and Mr. Long said that the <br /> Seed Council is prepared to enact and sign the memo of understanding tomorrow. <br /> It would give the seed growers an opportunity, under the right conditions, to <br /> burn up to 250,000 acres a year. It would also ensure that, during a bad year, <br /> the City of Eugene won I t have to lIeat the smoke. II <br /> Mr. Delay commented that he completely supports the memorandum of understanding <br /> and the agreements worked out.
