e

e

-

Mayor Keller, although recognlzlng that this was not a public hearing,
received consensus from the Council to listen to brief comments from Dr.
Peter M. Patricelli, 3203 Willamette Street. Dr. Patricelli's comments
were that when the original hearing was held because of the jet boat
operation, there was not a good deal of information available regarding
this situation. He noted that he personally is aware of at least four
accidents in which people had been involved and he recommended that more
documentation to the Marine Board would perhaps create greater recognition
of the problems faced. Mr. Henry noted that Parks staff could do some of
the initial ground work toward developing this program; that it would be
a Parks situation initially, then Springfield and Lane County could be
involved. Mayor Keller suggested informing, by letter, Lane County and
Springfield of the City.s proposed course of action. Consensus was to
authorize staff to proceed with this course of action.

V.

1980 CENSUS--COMPLETE COUNT COMMITTEE PRESENTATION

Mr. Henry introduced John Wesley, Chairman of the Complete Count Committee,
who gave a presentation on the importance of raising awareness of the citi-
zenry to take part in the 1980 census in the city of Eugene. Mr. Wesley
indicated that some of the benefits which might be derived from a complete
count would be redistricting, programs and services, and grant monies.
Some of the ways in which they will be increasing public awareness will be
sending out information through neighborhood group newsletters and other
mailings, working to identify minority groups within the city who would be
most likely to receive benefits (such as students and the elderly), and
working with other agencies who serve the public. Mayor Keller thanked
Mr. Wesley for his presentation and told him he would have whatever encour-
agement or support needed from the City.

VI.

RECESS TO EXECUTIVE SESSION

Mayor Keller called the Council into Executive Session authorized under
ORS 192.660(1)(h) to consult with the City Attorney regarding current
litigation over the validity of the condominium conversion moratorium
ordinance.

Ms. Smith moved, seconded by Mr. Lieuallen, to call the Council
into Executive Session under ORS 192.660(1)(h) to consult with the
City Attorney regarding current litigation over the validity of
the condominium conversion moratorium ordinance. Roll call vote;
motion carried unanimously.

2/6/80--9
