<br />(, <br /> <br />Mr. Greg Klimko stated the law currently requires that budgets be adopted <br />:at a three-level system; and the law is being changed as of July 1, 1980, <br />so that budgets can be adopted at two levels. Mr. Delay stated that the <br />memo described the relationship between Oregon local budget law as opposed <br />\to practical accounting procedures and does not reflect weaknesses; and <br />~sked if he had properly understood the memo. Mr. Dave Dietzler, one of <br />the auditors, responded that it was a fai r summary. <br /> <br />Mr. Delay asked for clarification of Section 8 of the resolution. Mr. <br />Klimko stated the audit report states that the six-month appropriation <br />limitation for the Anti-Recessionary Fiscal Assistance Program was violated, <br />and to correct this, all available resources have been re-appropriated in <br />1979-80. <br /> <br />Mr. Obie asked to what extent expenditures were made prior to approval. <br />Mr. McGuire gave the example of the Library parking lot land purchase when <br />Council approved the transaction, funds were expended, then the Council <br />approved the appropriations transfer to cover the expense. He also noted <br />this went on in 1978-79, and will continue until unforseeable expenses <br />can be determined prior to budget approval. He also felt the need for <br />appropriation transfers should be able to be reduced, and that the reso- <br />lution affecting the transfer should be brought before the Council at the <br />same time as the request for approval of the expenditures, rather than <br />accumulating them and presenting them every two to three months. <br /> <br />( <br /> <br />Mr. Obie asked Mr. Henry what would happen if the Council decided it <br />did not want to authorize interfund loans, such as in Sections 4 to <br />7 of the memo. Mr. Henry responded that all the expenditures are approved <br />budgeted projects; the problem is that the money has to be spent before <br />the grant can be received, which constitutes a loan. <br /> <br />Mr. Keller asked if the resolution would have to identify the exact <br />price. Mr. McGuire responded that he thought the Council could authorize <br />transfer of the necessary amount without specifying the exact amount to <br />make the purchase, which would put the City in compliance with the law. <br /> <br />Ms. Miller asked what is being done to keep closer track of how departments <br />are spending their budgets. Mr. Henry responded that monthly reports <br />could be provided. Mr. McGuire said that the February report will reflect <br />the budget cut. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to adopt <br />Resolution No. 3309.
