Mr. Haws noted that he felt sure the staff had been very respon- <br />sive, but wanted to know if action had to be taken at this time. Mr. Allen <br />responded that one or two more weeks could be allowed, but that the State and <br />Federal governments are not willing to wait much longer. This should be the <br />final public hearing in the process. ' <br /> <br />Mr. Obie said he was concerned that neighborhood groups were not there and Ms. <br />Smith said she had six or seven groups in her ward but does not know of any <br />strong opposition as there had been three years ago. Mr. Berman said that in <br />talking with the neighborhood liaison and reading neighborhood newsletters, the <br />neighborhoods are not opposed to the project any longer. They are concerned, <br />but not opposed. <br /> <br />Ms. Miller said that she felt that due to the length of this controversy the <br />opponents may have simply "tired out." If, on a large project such as this, we <br />provide enough money and staff to work on it, the project will not go away. <br />Those residents to the south of the intersect ion are more in favor of the <br />project, but those near it or further north are against it. She said staff has <br />been responsive to public concerns with given limits. <br /> <br />Mr. lieuallen said this item should be carried over. He requested the results <br />of the traffic management experiment. Mr. Hanks said it was approximately <br />IS-percent more capacity in the intersection. There was a 40-percent increase <br />on the adjacent residential streets north of 30th and a I36-percent increase on <br />those south of 30th. Mr. Berman said that a traffic diverter request has been <br />made for Alder Street between 24th and 30th, but a response has been delayed <br />until a decision is made on this project. <br /> <br />Mr. lieuallen said he felt someone from LTD should .have been at this meeting <br />and wished to know how the project was designed to be a part of the major <br />nodal system. Mr. Hanks said the T-2000 Plan shows the transit transfer node <br />for the north/south and lCC buses in this area. Mr. Hanks said the bus turn-outs <br />would be on the north and south sides of 30th and indicated there would be space <br />for about four buses and bike parking for park-and-ride. He said there would <br />also be a bike parking facility and bus turn-around on 29th and Amazon Parkway. <br />At the present time, buses cannot turn right from Amazon Parkway to Hilyard nor <br />from 30th to Hilyard. The proposed plan would provide an increased turning <br />radius for the buses. <br /> <br />Mr. Haws asked why they were in the position of not being able to pick and choose. <br />Mr. Berman responded that the justification for the need for lane width is to <br />carry the traffic load. At present, the bus pull-outs will not work and the <br />streets cannot carry the traffic. The FAU monies are to facilitate all modes of <br />traffic, not just bicycles or transit. The City is tied to the EIS. The cost <br />is continuing to escalate 40 to 50 percent per year. Mr. Hanks noted it has <br />taken three years to get the EIS done and to get a new statement may take two <br />ye ars . <br /> <br />Ms. Miller asked if in the figures given for net parkland increase include the <br />new parking lot. Mr. Hanks said the lot is part of the master plan but is not <br />part of this particular project since parking is not eligible for these monies. <br /> <br />3/24/80--5 <br />
