She said the <br />council could tell the FAU that if this is how they want their funds spent, <br />there are other places where these funds could be spent. <br /> <br />Mr. Obie asked Mr. Lieuallen why he wished to postpone the vote. Mr. Lieuallen <br />responded that he has more to say and is concerned it would get so late at this <br />meeting that he could not cover all the points. <br /> <br />Ms. Schue asked when in the foreseeable future the 30th and Hilyard intersec- <br />tion might be improved, if this opportunity were not taken. Mr. Hanks said that <br />using FAU funds, it might take two to three years, and if only City funds were <br />used, it would take a minimum of two years. He said he was not sure that just <br />widening the street would be adequate. He said when buses stop, cars must be <br />able to pass. Ms. Schue asked if LTD feels the whole street needs widening or <br />just the bus stop areas. Mr. Hanks responded 30th and Hilyard and 29th and <br />Amazon would need to be widened for buses. <br /> <br />Mr. Haws said he felt he was prepared to make a decision tonight. He said <br />he felt the decision should be made when the public hearing was held. <br /> <br />Mr. Obie said he would very much like to hear from LTD and specifically request <br />a meeting. He also would like to have neighborhood groups on both sides of 30th <br />to talk with the council about this project. It seems to be a critical area for <br />their end of town. He said he was surprised no neighborhood group representa- <br />tives were at the meeting. He said he would like to hear from both groups at <br />the next council meeting, or at a Wednesday meeting within the next weeks. <br /> <br />Mr. Lieuallen said he would also like to hear more from LTD. He said he was <br />less than pleased an LTD representative was not present at the meeting so he <br />could ask questions. He would like to have heard from the Public Works staff <br />during the past three years about this project so alterations to the project <br />could have been made to get it on the right track. He wants to hear from staff <br />on how much can be altered and still be approved. <br /> <br />Ms. Schue said she too would like to hear from LTD as to what the requirements <br />are for an efficient operation of their system in this particular area. <br /> <br />Mayor Keller said that the T-2000 Plan, which has the approval of this council, <br />is a comprehensive transportation plan. It deals with alternative modes at <br />a rate of 30 percent--the balance of 70 percent is for automobiles. There were <br />several alternatives that staff was asked to try. He thinks the project deals <br />very specifically with some of those issues. The project has changed dras- <br />tically. Some of the changes he sees are landscaping, a different treatment for <br />the middle of the street, some bicycle facilities available, and turnouts for <br />the bus system to deal with the mass transit program. The staff has done a good <br />job incorporating the areas in which the councilors had expressed great concern. <br /> <br />Mayor Keller said it might not be fair to indicate to the staff that they have <br />not appropriately addressed concerns. He said he thinks the project is a far <br />better one than the one brought to the council three years ago. Public Works <br /> <br />3/24/80--7 <br />
