<br />. <br /> <br />Mr. Lieuallen stated he would vote against the motion. He sees the <br />amendment to the motion as being only an addition to the project. He <br />sees this as being more of the thinking from the 1960's and 1970's and <br />he hopes for a commitment to a new direction. <br /> <br />e <br /> <br />Mr. Delay stated he thinks the overall scenario should be looked at and <br />some good should be extracted from the project. It is not a freeway that <br />is being discussed. The council is looking very strongly at developing <br />a shopping center downtown and getting people downtown, rather than to <br />large parking-lot shopping centers. They are trying to accommodate <br />traffic going across an intersection as well as solve some other problems. <br /> <br />Mr. Lieuallen stated he understands the concern of getting people down- <br />town, but feels what is being discussed in this improvement is trips to <br />work, not trips for shopping, recreation, or cultural events. Mr. Delay <br />noted that economics will eventually get people to use transit. <br /> <br />Mayor Keller stated he supported the project in 1973 and in 1977, and <br />feels that the project today is a far superior one. He feels the council <br />should support the project because safety is the council's responsibility. <br />He also reminded councilors this is designed for no more than 70-percent <br />auto traffic for the year 2000 projections. The T-2000 Plan and Lane <br />Transit District support this project. He feels it is important that <br />the City receives some of the benefits from the State Department of <br />Transportation. He stated he hopes the council will support the amend- <br />ment proposed by Councilor Delay. Mayor Keller stated the amendment <br />would mean that staff could start researching and developing alternatives <br />for 19th and Amazon Parkway for transportation to the downtown core. <br /> <br />Mr. Lieuallen asked Mr. Allen for the status of the proposed project <br />to carry the Amazon Parkway to High Street. Mr. Allen responded that <br />the project called the Pearl/High Connector had in the past been with- <br />drawn through a similar process that the 30th and Hilyard project is <br />now going through. However, it still is contained within the T-2000 <br />Plan. Staff will bring back to the City Council in the future alter- <br />native designs of a low-cost nature, timed for implementation with the <br />completion of 30th/Hilyard contsruction. . <br /> <br />Mr. Henry asked Mr. Delay if his interest was in making certain non-capital- <br />intensive improvements at the 30th and Hilyard intersection. Mr. Delay <br />responded that he is interested in making downtown-bound traffic work and <br />putting in a diverter. Mr. Lieuallen asked if this would load the north <br />end of Hilyard from 18th to Franklin with traffic. He stated traffic from <br />30th Avenue bound for downtown should take Amazon Parkway. Mr. Delay <br />stated the diverter would help decrease the load on Hilyard. He also <br />feels improvements where Amazon Parkway exits onto 19th are necessary; <br />this might include cutting off 19th to the west of Amazon Parkway to <br />local traffic only. <br /> <br />e <br /> <br />4/14/80--7 <br />
