were from Keith Parks, the General Manager. Mr. Brown noted that although no
formal action has been taken, it was not their intent to save the building. Ms.
. Smith asked if, in regard to grants, there could be a cooperative effort between
the City of Eugene and EWEB if it was designated as a historic landmark. She
would like to see them participate together to save the structure. Mr. Brown
responded that as of this time there have been no plans to rehabilitate the
structure into an office or warehouse, but that they might change their minds.
Mayor Keller noted that the exterior of the building seems to be decaying rapidly.
Ms. Rees noted that deterioration is only on the exterior perimeter foundation.
Mr. Hamel noted the interior and the roof looked like they will not last long.
He stated the building has been idle many years and the corrugated roof and some
walls are not the original ones. He feels giving it the designation would be a
mistake.
Mr. Obie noted that he supports all four of the proposed designations and
thanked Mrs. lee for her desire to move in the direction of restoration.
There is a lot of interest in the east Skinner Butte area and perhaps the Mill
and Elevator Building could be a museum. He feels there is a need to understand
the industrial heritage of the area. Since this is a publicly owned utility,
they should be particularly sensitive to these issues. He is strongly in favor
and requested that EWEB work with the City and perhaps include lane County.
Mr. lieuallen noted agreement with Mr. Obie and stated that the Alpha Tau Omega
House had recently had a fire and asked if that affected the status of the
building. Ms. Rees said it was a fire in the basement with only about $1,000
worth of damage to the structure and is easily reparable. Mr. lieuallen stated
that he supports NEDCO.s application for the Blacksmithing Shop and is glad to
e see that something will be done with the Tiffany Building.
Ms. Miller stated that she is most pleased about the Tiffany Building but
supports all of them. She stated the Mill and Elevator Building is the hardest
decision to make. She would prefer that EWEB take a position. She thinks it
is an important structure. If it becomes too difficult for EWEB to restore this
building, then they could request permission for demolition. Mr. lieuallen
noted agreement with Ms. Miller and said that there is flexibility in the process.
He stated if it is not financially feasible, council could reconsider their
decision. Mayor Keller noted he felt that would be appropriate. EWEB is also
dealing with a limited budget and he recognizes the sensitivity of this issue.
He suggested that a cooperative working arrangement would be appreciated but if
it becomes a hardship then the council should expect to hear from EWEB.
1.
