Mr. Obie asked if the City has budgeted for <br /> this and Mr. Henry responded that they have. <br /> Ms. Smith moved, seconded by Mr. Lieuallen, to authorize the City <br /> Manager to execute an amended 30-year Tri-Aqency lease agreement, <br /> contingent upon the agreement of the other jurisdictions. <br /> Ms. Beck noted that Springfield has already approved this. <br /> VII. PAYMENT OF BILLS AND CLAIMS <br /> Mr. Henry said that due to the change in fiscal years, it is necessary to <br /> approve the payment of bills and claims according to the particular fiscal year. <br /> At the July 14, 1980, council meeting, the council approved the bills and claims <br /> through the end of June 1980, and this resolution would authorize payments of <br /> bills and claims incurred from July 1, 1980, through July 16, 1980. He noted <br /> that a listing of bills and claims has been distributed. <br /> Res. No. 3400--A resolution authorizing payment of bills and claims <br /> for the period July 1, 1980, through July 16, 1980. <br /> Roll call vote; motion carried unanimously. <br />e Meeting was recessed to the McNutt Room for Item VIII--Metropol~tan Plan Update. <br /> VIII. METRO PLAN UPDATE <br /> Mr. Croteau noted that the memo distributed outlined the major disagreements <br /> with Lane County. They are: <br /> 1. Issues relating to conversion from urbanizable to urban land, and <br /> provision of key urban services; <br /> 2. Land uses around the airport; <br /> 3. Jurisdictional boundary and responsibility and text agreement to seek <br /> plan amendment within jurisdictional boundary. <br /> He stated that the memo has been given to the Springfield City Council for <br /> amending and adopting their own plan. Their adoption of the amended plan will <br /> take place on August 5, 1980. One plan is desired that will represent complete <br /> agreement between Eugene and Springfield. Mayor Keller noted that they had <br /> strived for unanimous agreement but they were unable to obtain it; Lane County <br /> was not in agreement. In regard to policy 12 on page II-B-5, Mr. Delay stated <br /> that it is implicit that it would have to be designed to meet proposed density <br /> requirements and Mr. Croteau assured him that it would. Mr. Farah said that <br /> this would be accomplished through the Public Works Department.
