<br />e Ms. Smith asked when the plans would be returned from LCDC and Mayor Keller <br /> responded that was uncertain. <br /> Mr. Croteau stated that in the July 14, 1980, memo from L-COG regarding Santa <br /> Clara and Willow Creek, three areas were discussed as being appropriate to <br /> convert from urbanizable to urban, but they lack minimum key urban services. <br /> These areas would not be needed within the next five years. They are, however, <br /> in logical service provision areas and should be included so that public utility <br /> planning can begin. <br /> Mr. Farah noted that he hopes the council will adopt the plan on July 28, 1980. <br /> Springfield will be considering the amended plan for adoption on August 4 and <br /> then be submitting their amended plan to LCDC. <br /> Mr. Delay wondered if compliance could be received on the urban growth boundary, <br /> since Eugene and Springfield agree on that item along with Lane County. Mr. <br /> Farah noted that would put Eugene in the position of being able to annex land. <br /> They will have to continue to work to get the differences resolved with the <br /> County. <br /> In regard to Policy 11, page III-F-6, Mr. Croteau stated that the bracketed <br /> portion would be deleted. The first version shows what was recommended by <br /> the Eugene and Springfield planning commissions and the second version was <br /> recommended by the Lane County Planning Commission. Mr. Lieual1en asked if <br /> Eugene and Springfield had agreed on this. Mr. Croteau responded that they had, <br />e and the concern was that the track record with development in AV zoning has not <br /> been good. These lands will have to be acquired whether they have been developed <br /> or not. <br /> In regard to Finding 9, Mr. Lieual1en stated that rehabilitation is generally <br /> more energy cost-effective than building new structures. He presumes that was <br /> the Historic Review Board's position. Mr. Farah said that was correct, but <br /> existing structures are not neccessari1y easily converted to new uses. <br /> The meeting was adjourned to July 28, 1980. <br /> Respectfully submitted, <br /> Charles T.
