ORDINANCE/RESOLUTION CALLING FOR SEPTEMBER ELECTION (memo distributed) <br /> Manager explained that this ordinance calls for an election on the Tier 2 <br /> budget considered by the Budget Committee which is made up of council e <br /> members and lay members. <br /> CB 2178--An ordinance ordering a special election to be conducted by <br /> the Lane County Election Department on the 16th day of September, <br /> 1980, for the purpose of submitting to the legal electors of the <br /> City of Eugene a measure authorizing a $1,233,820 property tax <br /> outs ide 1980-81 Charter 1 imitfor general City operat ions duri ng <br /> 1980-81 tax year; adopting polling places, and providing for all <br /> acts necessary for carrying on of said election; and declaring an <br /> emergency. <br /> Mr. Lieua11en moved, seconded by Mr. Delay, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at this <br /> time. Motion carried unanimously and the bill was read the second <br /> time by council bill number only. <br /> Mr. Lieua11en moved, seconded by Mr. Delay, that the bill be <br /> approved and given final passage. HEARINGS PANEL MINUTES/FINDINGS OF FACT FROM JULY 7, 1980, MEETING (findings <br /> distributed; minutes and staff report under separate cover) <br /> Manager explained that the findings of the Hearings Panel comprised of <br /> councilors Schue and Haws were to reverse the Zoning Board of Appeals <br /> decision to deny a request for variances to allow relocation of a resi- <br /> dence already on the property (1594 Mill Street) to four feet from the <br /> front property line on 16th Avenue with overhanging eaves extending to <br /> within two feet of that property line, and to allow an additional resi- <br /> dence (1590 Mill Street) to be moved onto the property and located with <br /> overhanging eaves extending to within one foot of the north interior <br /> property line. This was an appeal by Mr. Brad Perkins. <br /> Mr. Lieua11en moved, seconded by Mr. Obie, to approve and adopt <br /> the Hearings Panel minutes and findings of fact July 7, 1980. <br /> 7/23/80--4 - <br />
