<br /> M I NUT E S <br /> e EUGENE CITY COUNCIL SUBCOMMITTEE <br /> August 4, 1980 <br /> Adjourned subcommittee meeting of the City Council of the City of Eugene, <br /> Oregon, was called to order by His Honor Mayor Gus Keller at 4 p.m., August 4, <br /> 1980, in the Mayor's Office with the following councilors present: Betty Smith <br /> and Jack Delay. <br /> 1. DISCUSSION OF RECRUITMENT FIRM SELECTION <br /> Ms. Smith stated that she had spoken with Ralph Andersen and Norm Roberts, <br /> representatives of the recruitment firms that are possibilities for <br /> recruiting the new City Manager, and Bob Adams, Springfield City Council. <br /> Ms. Smith moved, seconded by Mr. Delay, to hire Ralph Andersen & <br /> Associates of Sacramento, California, to conduct interviews, <br /> screen applicants, and interact with the City Council regarding <br /> the City Manager selection. y <br /> Bob Adams of Springfield said that he had noticed a real interest from <br /> e Ralph Andersen in conducting this kind of process. Ms. Smith was <br /> impressed in talking with Mr. Andersen in his opinions of training, <br /> brochures, interviews, etc. Ms. Smith also discussed with him the screen- <br /> ing process and he indicated that his firm would provide a summary of all <br /> applications, broken down into three categories: <br /> 1. Applications that would be recommended; <br /> 2. Applications that would be recommended but not as highly as group 1; <br /> and <br /> 3. Applications about which there would be additional information <br /> available. <br /> A high degree of interest was expressed by Mr. Andersen in working with <br /> Eugene. <br /> Mayor Keller indicated that he had also spoken with Mr. Andersen and asked <br /> him what he knew about Eugene, Oregon. He felt that Mr. Andersen's <br /> responses scored very high and Mr. Andersen had stated that Eugene is one <br /> of the top five jobs in the nation; and if their firm was chosen, he <br /> personally would be involved. He felt his strong points were that he <br /> could do a good job of matching the council's desires with applicants, <br /> they have had a very low turnover rate from people they have placed, and <br /> they have built a reputation as the top recruiting firm in the sector of <br /> public employment. In regard to employment in the private sector, they <br /> e also discussed the firm's involvement. <br /> 8/4/80--1 <br />
