October 1, 1980 <br /> Adjourned meeting of the City Ceuncil of the City of Eugene, Oregon, was called <br /> to order at 11:30 a.m., Octeber 1, 1980, in the City Council Chamber by His Honer <br /> Mayor Gus Keller, with the following councilers present: Betty Smith, Scett <br /> Lieuallen, Brian Obie, Jack Delay, D. W. Hamel, Gretchen Miller, and Emily <br /> Schue. Councilor Eric Haws was absent. <br /> I. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> A. City Manager Selection Process--Mr. Delay stated that an executive <br /> sessien will be held enOcteber 8, regarding the interview process for <br /> selectien .of the city manager. He urged the councilors to prepare <br /> Questiens prior te this session. <br /> B. EWEB Pewer Line--West Eugene--Mr. Lieuallen stated that as this <br /> project pregresses, he would like te knew whe has the authority <br />. te change the environment within a right-of-way such as the removal <br /> of trees. Mr. Whitlow stated that a report would be brought back. <br />. C. Garbage Haulers' Rates--Ms. Miller stated that previeusly the council <br /> had auther;zed garbage haulers to pass along dump fees to their <br /> customers. She would like te know hew this is computed, how it is <br /> passed along to the customers, and what ratio was used. Mr. Whitlow <br /> indicated that a report weuld be brought back. <br /> D. Citizen Involvement Committee Questiennaire--Ms. Schue stated that the <br /> Citizen Involvement Committee has prepared a questionnaire to get the <br /> reactien of citizens when they attend meetings at which planning <br /> issues are discussed. This project will ccntinue for six months. <br /> People will fill .out the questionnaire, it will be tabulated, and the <br /> council will receive a report. A trial run was done and some sugges- <br /> tiens for involvement have already been made. <br /> E. Anneuncements <br /> 1. Agenda Adjustment--Mr. Whitlow stated that item VII--Censideration <br /> of Amendments to the Municipal Judge's Employment Contract--has <br /> been remeved frem the agenda and will be brought back at a later <br /> date. <br /> 2. Street Perfermers Project--Mr. Whitlow stated that the trial <br /> street performers preject en the mall began on April 15. Lane <br /> Regional Arts Council has requested that this preject be allowed <br /> to continue threugh the end of the calendar year.
