<br />-- <br /> .. <br />Growth Boundary had been approved by all three jurisdictions; the County would <br />not approve the Urban Growth Boundary unt i1 the question of the study was . <br />resolved. On October 14, the County Commissioners have indicated they will <br />adopt the cities' version of the Urban Growth Boundary. Springfield City <br />Council will place consideration of the study on their October 20 agenda. <br />A draft resolution and work program was reviewed during the last meeting. Gene <br />Hulett, Springfield City Council, voted no on the study but stated that he would <br />reconsider his vote after the County acts. Mayor Keller said that the hope is <br />for council to take formal action on this resolution on October 15, 1980. <br />Ms. Miller stated that staffing will come from the L-COG Metro Plan Team. It <br />will take about six months to complete the study which will result in delay on <br />other projects. <br />Mr. Lieuallen asked if the plan will be approved and submitted to LCDC. He <br />asked how the situation got ,resolved when it has been such a problem. Mayor <br />Keller responded that a lot of time and energy were invo~ved. The issue of <br />concern is the Urban Growth Boundary. If an error were made in calculating <br />needs, it will surface soon. <br />Mayor Keller requested that the councilors submit names for recommendations to <br />the Industrial Land Study Task Force either to himself or to Ms. Miller. <br /> ~E. Meeting Announcements <br />Mr. Henry stated that a meeting will be held Thursday at 7:30 p.m. in Municipal <br />Court Room No.1 regarding Ballot Measure 6. It will be convened by a represen- <br />tative from the League of Oregon Cities. He asked which councilors would be e <br />attending. Mayor Keller responded that he would probably attend. Ms. Smith <br />and Mr. Delay stated that they would try to attend. Mr. Delay stated he would <br />like additional information as to how Ballot Measure 6 would impact Eugene. <br />Mr. Henry stated that the information would be provided. <br />Mr. Henry said the Animal Control Study Committee will meet Thursday at 10 a.m. <br />Councilors Miller and Schue will attend. <br /> F. Council Staff Conference <br />Mr. Henry stated that Pat Lynch's report on the Council Staff Conference would <br />be in the councilors' packets this weekend. <br />II. ROUTINE ITEMS FOR tOUNCIL APPROVAL <br /> A. Approval of Council Minutes of September 10, 1980, and September 22, 1980 <br /> .
