(WORK SESSION) (memo distributed) <br /> Mr. Henry stated that on the aoenda for the October 15 council meeting are two <br /> items reqarding MSI--the ambulance rate increase and Mobilchair deregulation. <br /> Staff has concluded that reqarding Mobilchair service, it is best to continue <br /> deregulation of rates since it is not an emergency service. MSI is charging <br /> hiqh rates and fewer customers are usinq the service. They have only about <br /> one-third the business they had previously and are operating with fewer staff. <br /> The total budget will be much less than was anticipated with the Touche Ross <br /> formula. Competition may be aenerat~d. <br /> In regard to the rate increase for the ambulance service, on October 9. MSI e <br /> brought in a request to increase the rates following the Touche Ross formula <br /> somewhat. They will be generally about what Touche Ross indicated--sliqhtly <br /> lower in most areas but hiaher in the base rate. MSI states that they need the <br /> increase by October 22. The information available is inadequate to make a <br /> dec i s i on. . The task force meets tomorrow and he does not think they will come to <br /> a resolution. The company is in the middle of bankruptcy proceedinqs and with <br /> changing personnel, they have not supplied the City with sufficient data. They <br /> say the company will face liquidation if the rates are not increased or they <br /> will have to go along with the plan of the Creditors' Committee. The Amarillo <br /> First National Bank has frozen MSI assets in Texas and the Texas operation is <br /> out of serv ice. <br /> Mr. Henry stated that Medical Services has appointed Wes Moraan as President. <br /> Kim Short is preparinq a plan for profitable operation. He is hoping informa- <br /> tion will be received reqarding personnel changes and other items. <br /> Mr. Delay stated that this problem stems from poor management in delivery of <br /> service. Due to personnel turnover, the Quality of service has been questioned. <br /> $100,000+ was loaned to the Amarillo operation and those monies have now been <br /> locked up. A huge central facility was built and substations that were promised <br /> have not happened. Their subscription drive was not as profitable as they had <br /> anticipated. Software development is being shifted into another area so those <br /> who paid into the ambulance division will not benefit.
