<br />~ <br /> <br /> <br /> <br /> <br /> <br />Ms. Schue stated that it concerns her that the service level has gone down. She <br />asked what the plans are for improving service. Mr. Short said that it is easy <br />\ to say that service ~as deteriorated. There are no fi~ures or instances given ~ <br />that it has, however. Ms. Schue stated that she had had discussions with ~ <br />emergency room personnel at Sacred Heart Hospital. They will no longer give <br />standing orders (allowing ambulance personnel to prescribe and administer <br />certain emergency drugs and treatment) because of the lack of qualifications of : <br />the personnel. Mr. Morgan stated that it has nothing to do with the qualifica- <br />tions of the personnel. It has to do with personnel relationships and developing <br />communications. The doctors are working with MSI in this regard. Ms. Schue <br />asked if most of MSI's personnel are EMT 3's. Mr. Morgan responded that they <br />1 are although they would prefer to have EMT 4's. <br /> <br />Ms. Miller asked if the Touche Ross study was presented to the task force <br />yesterday. Mr. Henry stated that the financial report has not yet been delivered <br />but the draft financial data based on fiscal year ending March 31, 1980 is <br />correct; however, because.of reorqanizational changes, projections may not be <br />accurate for the coming year. Ms. Miller was asked what was presented yesterday. <br />Mr. Delay responded that nothing was. Mr. Henry stated that Touche Ross had <br />had trouble getting information and is having management approve the drafts. <br />The information should be available in a week or so. Mr. t~organ said that they <br />were told that three weeks ago. Mr. Henry stated that staff was presented with <br />MSI's request last week and it asked for a decision by October 25. It seems <br />that now they are pressuring the City into acting right now and that is not <br />helpful. If the gaps in the information were filled, that might help them. <br />determine whether to grant the rate increase. . <br /> <br />Ms. Smith stated that she would be more prone to supporting the request within ~ <br />the time limit mentioned in the letter from MSI. She noted that MSI may not ~ <br />like to back down but that may be necessary to reach a positive decision. Mr. <br />Jarvill indicated that he was not aware of the October 25 date until this <br />morning. He has an ethical and legal responsibility to provide his clients with <br />the best advice he can. <br /> <br />Mr. Morgan stated that they would set in motion the mechanism for changing from <br />a Chapter 11 to a Chapter 7 bankruptcy if the request is denied today. They are <br />only asking for a six-month increase. The task force's study will not be <br />finished until January and by then six months will almost be over. . <br /> <br />Mr. Delay stated that regarding the Touche Ross methodology there is still a <br />significant amount of work yet to be done. One issue is whether they \'Jant to go <br />into a public utility model. The staff report demonstrates that there could be <br />problems even ~ith the increase which could encourage more debt. The council <br />originally encouraged Mr. Leonard to come to the council if a rate increase were <br />needed. Since then the chief administrators have had questions as to whether <br />there were problems but MSI did not indicate any problems. One can't overly <br />rely on the Touche Ross report. Now there is a "gun at our head" to make a <br />decision.
