If a viable retail center is desired <br /> downtown, it would be necessary to continue building parking garages. If <br /> parking is not provided, then retail expansion will occur in other areas and <br /> not in the downtown area in large degrees. Also, legal implications may be <br /> involved. <br /> Ms. Smith moved, seconded by Mr. Haws, that the staff recommenda- <br /> tion be adopted as outlined in the December 5, 1980, memo. <br /> Mr. Lieuallen stated that he would support the motion but would hope that staff <br /> and DDS would look at creative ways to keep the fee level as low as possible for <br /> higher ridership. A fee may be self-defeating.
