<br />~ Mr. Gleason introduced Jim Croteau, Planning. <br /> <br />Mr. Croteau stated that this is for two street and two alley vacations which are <br />all part of the implementation of the 30th & Hilyard improvement project. Other <br />amenities will be involved in the project. The right-of-way vacations are for: <br />1) 29th Avenue between Amazon Parkway and Hilyard--29th will not be needed when <br />the project is completed; 2) vacation of 32nd Avenue from the west margin of <br />Hilyard Street a distance of 178 feet, an alley located between 32nd Avenue <br />and 33rd Avenue from the west margin of Hilyard west a distance of 176.5 feet; <br />and 3) an alley located between 33rd Avenue and 34th Avenue from the west margin <br />of Hilyard Street west a distance of 176.93 feet. <br /> <br />Mr. Lindberg asked about the cost to vacate a street. Mr. Croteau stated that <br />an application fee is required if a private individual is requesting the vaca- <br />tion. If the City is requested to vacate an improved street, the City requires <br />payment for the improvements. Mr. Lindberg asked about the cost to dig up 29th <br />Street. Don Allen, Public Works, stated that this cost is incorporated in the <br />project which is estimated at $1 million. If this street were to be vacated to <br />an individual, the individual would have to pay, but in this case it is a City <br />proj ect . <br /> <br />e <br /> <br />e <br /> <br />Ms. Wooten stated that she appreciated Adrienne Lannom's comments. She would <br />also like to see the council pursue her comments in the future. She would like <br />a written summary which would provide an overview of the project. Don Allen <br />stated the City is under contract with the State on this project and they <br />have anticipated it will go out for bid March 28, 1981, and that it will be <br />completed this fall. This project is well along and he will provide a summary <br />to Ms. Wooten. Mr. Obie stated that people wanting to use Amazon Park will <br />cross 29th and turn left onto Hilyard. He asked if there will be more parking <br />available. Mr. Allen stated that this has been taken into consideration in the <br />Master Plan. Mr. Obie asked if additional parking will be available as soon as <br />the project is finished. Mr. Allen stated he would bring back a report on <br />available parking. Mr. Obie noted that in the staff report, traffic is noted <br />being at "Level C." He asked what that level is. Mr. Allen responded that that <br />is about 10,000 cars per day. Mr. Obie asked what the logic is of having <br />traffic turn left onto Amazon and then go through downtown or to turn right and <br />then go through that intersection. Mr. Allen stated that that was investigated. <br />Proper planning and signals are provided. Capacities have been increased. <br />There will be a two-block longer trip for some people. The council has asked <br />them to try to de-emphasize that as a route to the downtown area. Mr. Obie <br />asked if it is preferable to have people going down Pearl. Mr. Allen stated <br />that that is one option or they could get on to the Amazon Parkway further <br />north. This is being worked on in the neighborhood refinement plans. Mr. Obie <br />stated that he is not sure that that street should be closed. Mr. Allen stated <br />that this had been a controversial issue in the project, but the decision was <br />made in the best interest of the park. They are not having much luck with the <br />signals at the 29th & Hilyard intersection. There will be problems with either <br />option and they are trying to divert some of the traffic.
