<br />. <br /> <br />Ms. Miller moved, seconded by Mr. Obie, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />RESOLUTION FOR EXPENDITURE OF CARPOOL PROJECT FUNDS (memo, resolution <br />distributed) <br /> <br />VI. <br /> <br />Mr. Gleason stated that Elaine Stewart, Paratransit Coordinator, was available <br />to answer questions. He also noted that in the February 4, 1981, memo from <br />Don Allen, the figures were incorrect. They should have been an expenditure <br />of $64,000 of Federal money and $8,000 of matching funds from the City of <br />Eugene for continuation of the carpool project through November 30, 1981. This <br />resolution is necessary to be able to expend the funds. <br /> <br />Res. No. 3473--A resolution authorizing execution of Contract No. 7435, <br />the State of Oregon, Department of Transportation, con- <br />cerning an Urban System Carpool Project Agreement. <br /> <br />Ms. Miller moved, seconded by Mr. Obie, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />VII. NEIGHBORHOOD CONTRACTS PROPOSAL--RESPONSE TO COUNCIL INQUIRIES (memo and <br />additional information distributed) <br /> <br />e <br /> <br />Mr. Gleason stated that this item is for the council's information. <br /> <br />Mr. Obie stated a concern that the City should be careful about the matching <br />moneys as there should be a public benefit to publicly owned land. He does <br />not feel moneys should be granted to fix up businesses such as the 5th Street <br />Market. He thinks the benefit should be for public property, not private land. <br />Ms. Miller stated that this could go to private, non-profit community service <br />organizations. Private buildings were discussed by the Community Development <br />Committee, and it was noted that other money is available there for rehabilita- <br />tion. Mr. Lindberg agreed that there should be a public benefit. If a neigh- <br />borhood organization is to be the sole initiator so the request had to go <br />through the group, it would assist in defining which are eligible projects. <br />If the neighborhood group felt the funds should be used to improve private land, <br />then that would be agreeable. He indicated agreement with Mr. Obie. Ms. <br />Schue stated that if the neighborhood groups were involved it would be good, <br />but in some areas they are not very active. Room should be left for groups <br />of private citizens to apply. <br /> <br />Ms. Wooten stated that the memo indicates this is going into the Tier 2 portion <br />of the budget and she thinks perhaps the Budget Committee should decide that. <br /> <br />Chris Hofmann, HCC, stated that this will have to go through the City Manager's <br />Office budget process. Mr. Gleason noted that that is the previous direction <br />from the council.
