<br />~e <br /> <br />no strategy has been devised yet. Mr. Lindberg noted that the council has a <br />special interest in community schools. Mr. Gleason noted that the City funds <br />$80,000 for community schools and the school district funds $250,000. Mr. <br />Lindberg stated that he would like to see community schools maintained if <br />at all possible, even if schools are closed. Ms. Wooten stated that the Com- <br />munity Schools Coordinating Committee has begun discussions. Without a school <br />program, it becomes a community center, not a community school. <br /> <br />IX. LANE COUNTY'S LCDC COMPLIANCE ACKNOWLEDGMENT--INFORMATIONAL (background <br />information distributed) <br /> <br />e <br /> <br />Mr. Gleason introduced John Porter, Planning. <br /> <br />Mr. Porter stated that the County plan is not adequate to meet LCDC goals <br />and guidelines. A summary was sent out from the LCDC staff and there are <br />serious deficiencies. The City will help them work this out. The City is a <br />party in the industrial triangle area and will be available to answer questions. <br />Mr. Gleason and Steve Burkett, Springfield City Manager, met with the LCDC <br />director yesterday to talk about the acknowledgment process of the Metro Plan. <br />The City's plan is not scheduled to be considered for compliance until June. <br />We are asking them to speed up the process or at least give staff comments. The <br />plan was submitted to them in July 1980. Several issues will be discussed at <br />the County's acknowledgment hearing. There are five major issues: Mahlon Sweet <br />Airport, River RoadlSanta Clara urbanization, appropriate jurisdiction of public <br />facilities and services, agricultural lands, and industrial lands. The City is <br />hoping that LCDC actions will help the City work with the County on land use <br />issues. Transportation, industrial development, and other strategies are <br />needed. <br /> <br />Mr. Lindberg asked what role the City will play to help the County. Mr. Porter <br />responded that they will help in the data-gathering process. They are trying <br />to develop a better inventory of the land. There are eight goals. The City <br />staff is working through L-COG and they are also working on the subdivisions <br />within the urban growth boundary. <br /> <br />Ms. Schue asked how long it will take for the County to get its work done. <br />Mr. Porter responded it would take from one to three years. Citizens must <br />be involved in many of the policy decisions. Stan Long stated that that is <br />in litigation. The LUBA Board found goal violations in the industrial triangle. <br />The siting of industrial lands was determined and the County has to go for oral <br />argument which will be tomorrow. He urged the council to attend if possible. <br />Mayor Keller stated that Ms. Miller would be attending and anyone else wishing <br />to go could contact Stan Long. <br /> <br />Mr. Lindberg asked what impact Junction City's proposal for a service dis- <br />trict in the industrial triangle would have.
