<br />e <br /> <br />e <br /> <br />. <br /> <br />John Tiffany, President, EWEB Board, explained the board has postponed its <br />next meeting until April 13, 1981, to discuss the council action today. He felt <br />it was inappropriate to schedule a public hearing at a noon meeting since the <br />time constraints of the council will not permit all the testimony which people <br />may want to present to the council. He suggested that the council consider an <br />evening meeting so that there is adequate time. It is a matter of importance to <br />the EWEB Board and to the council as well. The board has a meeting scheduled on <br />April 13 and any date thereafter would be better for them. <br /> <br />Ms. Smith noted that council's practice in the past was to try to hold public <br />hearings in the evening, particularly when there is a high degree of interest on <br />the subject. She asked the City Manager if it was possible to encourage consider- <br />ation of the date. Manager replied the council could change it. <br /> <br />Ms. Smith, with the approval of the second, amended her motion to <br />change the date from April 15 to April 27, 1981. <br /> <br />John Craig, EWEB Board member, suggested the City Council and the EWEB Board <br />have a general meeting to discuss the resolution and ordinance. He felt that <br />many important issues are tied together. The EWEB Board President and the City <br />Manager could explain the differences between the whole groups. They could then <br />break into working subcommittees. He said the City is currently taking an <br />action that does not follow the charter or the history of good relations with <br />the board. This general meeting could forestall the possibility of legal or <br />unconstitutional ordinances and resolutions as they understand each other <br />better. <br /> <br />Ms. Wooten and Ms. Schue approved of Mr. Craig's suggestion that the EWEB Board <br />and the City Council have a joint meeting. <br /> <br />Mr. Craig explained that a group of citizens is proposing an initiative petition <br />for the purchase of the butte. If that occurs, elected bodies are under an <br />obligation to look at the petition and give the voters an opportunity. This is <br />a new development. <br /> <br />Ms. Smith approved the idea, but stressed the importance for Mr. Gleason and Mr. <br />Parks to have an agreed-upon agenda. She asked for a response from staff. <br /> <br />Mr. Gleason approved the idea and felt that the agenda should include full <br />discussion of all issues in an attempt to find a win-win solution. He felt that <br />the arrangement could be worked out if council so wished. He suggested the <br />sCheduling of a public hearing date. He understood that EWEB could not delay <br />because of cash-flow problems. <br /> <br />Mr. Tiffany suggested that council go ahead and pass the resolution. If there <br />was a petition being passed, the board would be responsive. The cash-flow <br />position had not changed any. They would like the authority to go ahead and <br />seek a buyer for Gillespie Butte. They will delay a transfer if it appears to <br />be a successful petition campaign. <br /> <br />Mr. Lindberg noted approval of the joint meeting and suggested a task force to <br />get into greater detail of the resolution. <br /> <br />MINUTES--Eugene City Council <br /> <br />April 8, 1981 <br /> <br />Page 5 <br />
