<br />e <br /> <br />Ms. Smith questioned the transfer of contingency--appropriations Exhibits <br />A--unemployment insurance fund transfer $87,833 to cover expenditures for <br />unemployment insurance claims not anticipated. She asked how that compared with <br />any past experience the City had had in terms of transfer of funds. Mr. Stubbert, <br />Budget Officer, replied that this appropriation is in the unemployment insurance <br />fund. It is not general fund cont ingency. Normally, they have had an appropri- <br />ation that covered all the unemployment insurance costs. This year, because of <br />some layoffs that occurred in relation to the 1980-81 budget, the City incurred <br />higher unemployment insurance costs. In preparing next year's budget, they have <br />attempted to anticipate higher costs. <br /> <br />Mr. Lindberg asked if $52,000 in general operating contingency was low for this <br />time of year. Mr. Stubbert said that it was lower than some previous years. <br />Mr. Gleason added that the budget recommendations for 1981-82 include increasing <br />the contingency from this yearls. <br /> <br />Ms. Smith moved, seconded by Mr. Lindberg, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />III. PUBLIC HEARING <br /> <br />A. Easement Vacation for Iverson-Poppen-Mulvihill (EV 80-9) (map <br />distributed) <br /> <br />Manager indicated that the recommendation from the Planning Commission was for <br />approval. There would be no staff report unless council wished to ask questions. <br /> <br />e Public hearing was held with no testimony presented. <br /> <br />CB 2281--An ordinance authorizing the vacation of a seven-foot-wide <br />public utility easement located south of Highland Oaks Drive, <br />east of Bowmont Drive. <br /> <br />Ms. Smith moved, seconded by Mr. Lindberg, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. Roll call vote; motion carried unanimously. <br /> <br />Council Bill 2281 was read the second time by council bill number only. <br /> <br />Ms. Smith moved, seconded by Mr. Lindberg, that the bill be <br />approved and given final passage. Roll call vote; all councilors <br />present voting "aye," the bill was declared passed and numbered <br />18778. <br /> <br />B. Street Vacation for Duncan and Hammer (SV 81-3) (map distributed) <br /> <br />Manager introduced Jim Croteau, Planning Staff, to explain this request. Mr. <br />Croteau said that the Duncan half is Lot 3 on the west side of the proposed <br />vacation. Hammer is the owner of Tax Lot 5900.
