<br />e <br /> <br />Ms. Wooten asked Ms. Lannom to elaborate on Mr. Pearson's objections as stated <br />in the Planning Commission minutes. Ms. Lannom noted that he was concerned <br />that the commission would be able to logically prohibit people in the private <br />sector of the economy from doing something that the commission and council had <br />permitted LTD to do. This would be an encroachment into the sign ordinance and <br />leave it open for other amendments. He did not know how far that would even- <br />tually go. Ms. Lannom felt that Mr. Pearson's arguments were the most cogent <br />ones. Ms. Mulder questioned how far the City should go to help LTD get addi- <br />tional revenue. <br /> <br />Ms. Wooten was concerned about the long-range financing of LTD. She asked Mr. <br />Kohnen if the loss of $800,000 in Federal funding is correct and whether LTD has <br />plans to compensate for that larger amount of money, or whether they will be <br />trying to figure out how to keep the buses going. Mr. Kohnen said $800,000 was <br />correct in that that is the amount that they are currently receiving from the <br />government. It is his understanding that it will be phased out. They do not <br />have plans at the present time for replacement of that money. They are seeking <br />additional revenue sources. Nothing is in sight. They have had to cut service. <br />Ms. Wooten asked about the relationship of ridership to the increase in fares. <br />Mr. Kohnen said that ridership has declined, in part because gasoline is plenti- <br />ful, not solely because of the increase in fares. The fare revenue is up over <br />the previous year. Ridership is down. Ms. Wooten said she would support Mr. <br />Obie's suggestion of a joint meeting. <br /> <br />e <br /> <br />Ms. Smith felt the $50,000 in advertising revenue would help the buses. She <br />supported the LTD advertising guidelines. She noted there would have to be a <br />joint meeting with the Planning Commission. She asked how soon that could take <br />place and was told May 27, 1981. <br /> <br />Mr. Obie moved, seconded by Ms. Smith, to reject the amendment <br />suggested by the Planning Commission and that the council adver- <br />tise for a joint public meeting with the Planning Commission to be <br />held on May 27, 1981, to consider the proposed amendment as <br />prepared for the Planning Commission to Section 8.670 of the Sign <br />Code. <br /> <br />. <br />Ms. Miller stated that while $50,000 is not a lot of money compared to the <br />overall budget, it still is a large amount of money. She shared some of <br />Commissioner Pearson's concerns that while it may be anomalous to single out one <br />entity because it is the bus service, there may be reasons for singling out <br />that entity. The issue has not been explored carefully. She hoped that it <br />would be considered at the joint meeting with the Planning Commission. <br /> <br />Motion carried unanimously. <br /> <br />Mr. Obie asked that the council place on the agenda soon the question of the <br />requirement that the council hold a joint meeting with the Planning Commission <br />on these issues. Ms. Smith suggested re-evaluating these instances.
