<br />e <br /> <br />Mr. Gleason said he believed that the key indicator that this is a reasonable <br />bid was that it is only slightly higher than the state bond issue, which had a <br />higher level of security in terms of the market. He therefore felt that the <br />decision to delay for a week had been a good one. <br /> <br />Res. ORDINANCE EXPANDING THE MEMBERSHIP OF THE JOINT PARKS COMMITTEE <br /> <br />Ms. Schue said the issue had arisen because the Parks Department is in the <br />process of preparing a Master Parks Plan. During discussion of citizen involve- <br />ment for that process, the members of the Joint Parks Committee expressed a <br />desire to have some at-large citizen representatives of the general public <br />involved in the process. The Eugene Citizen Involvement Committee had agreed <br />and suggested the addition of three at-large members. <br /> <br />Mr. Hamel noted that the members of the Joint Parks Committee had felt more <br />comfortable with the addition of only two citizen at-large members, to comple- <br />ment the two City Councilors and two Planning Commissioners who already serve on <br />the committee. Mr. Hamel added that most of the reaction from the public on the <br />Master Plan will come from the neighborhood groups. <br /> <br />e <br /> <br />Ms. Schue said there seems to be a conflict in documents presented to the <br />council on this item. She had always thought that the committee was called the <br />"Joint Parks Committee" but in some of the documents it is referred to as the <br />IIJoint Parks Advisory Committee.1I Mr. Gleason agreed to check and see which <br />name is correct and refer the matter back to the council if a change in title is <br />needed. <br /> <br />CB 2303--An ordinance concerning the Joint Parks Committee; and amending <br />Section 2.013 of the Eugene Code, 1971. <br /> <br />Ms. Smith moved, seconded by Mr. Hamel, that the bill be read the <br />second time by council bill number only, with unanimous consent <br />of the council, and that enactment be considered at this time. <br />Motion carried unanimously. <br /> <br />CB 2303 was read the second time by council bill number only. <br /> <br />Ms. Smith moved, seconded by Mr. Hamel, that the bill be approved <br />and given final passage.
