<br />. <br /> <br />provision of units designed to accommodate the needs of handicapped persons, <br />provlslon of units at below market rates for low-income persons, extra land- <br />scaping, or provision of public facilities in the public right-of-way. <br /> <br />Ms. Miller opened the public hearing. <br /> <br />There being no members of the public who wished to speak, Ms. Miller closed the <br />public hearing. <br /> <br />Res. No. 3523--A resolution adopting the amended and restated standards <br />and guidelines for processing applications for the Multi- <br />ple-Unit Rental Housing Local Property Tax Exemption. <br /> <br />Mr. Obie moved, seconded by Ms. Smith, to adopt the resolution. <br /> <br />Ms. Wooten was concerned that by adopting this resolution, the council was <br />encouraging development of a denser downtown core at the expense of the existing <br />low and moderate income living units and might thereby create a displacement <br />problem. Mr. Byrne replied that preservation of existing housing stock on a <br />site is one of the specific public benefits listed in the Standards and Guide- <br />lines for the program. Mr. Gleason noted that in practice the City's primary <br />focus on housing in the core area has been on rehabilitation. He presumed that <br />this would continue to be the City's practice. <br /> <br />e <br /> <br />Ms. Miller said that the proposal calls for elimination of the Project Advisory <br />Committee. Mr. Byrne agreed but said that there still would be a review by the <br />Joint Housing Committee, the School District, other City agencies and departments, <br />and finally by the council. Mr. Lindberg noted that the council had approved <br />the expansion of the Joint Housing Committee to include citizen-at-large members, <br />and specifically a representative of a chartered neighborhood group. <br /> <br />Roll call vote. Motion carried unanimously. <br /> <br />CB 2307--An ordinance concerning tax exemption for multiple-unit rental <br />housing within a designated area; amending sections 2.945 and <br />2.947 of the Eugene Code, 1971, and declaring an emergency. <br /> <br />Mr. Obie moved, seconded by Ms. Smith, that the bill be read the <br />second time by council bill number only, with unanimous consent of <br />the council, and that enactment be considered at this time. Roll <br />call vote. Motion carried unanimously. <br /> <br />CB 2307 was read the second time by council bill number only. <br /> <br />Mr. Obie moved, seconded by Ms. Smith, that the bill be approved <br />and given final passage.
