No. 3554--A resolution authorizing execution of an agreement with <br />Lane County, Oregon, for creation of an Emerald Canal <br />Feasibility Task Force as mnended to include the Historic <br />Review Board and the University of Oregon in Section 4. <br /> Ms. Miller moved, seconded by Mr. Obie, to adopt the resolution. <br />Ms. Miller stated tnat staff time should be monitored and time should not be <br />taken away from priority projects already under way. She also added that in San <br />Antonio, Federal dollars were received for the project, but they would not be <br />available for Eugene. <br />Mr. Hamel stated that this is the second time the University has corne to the <br />council requesting that the Millrace be opened. It did not last long the way <br />the University proposed it before, but he hopes those against would stand witl1 <br />him. He will support the resolution but not the construction of the canal. . <br /> Roll call vote; motion carried unanimously. <br /> C. Public Works Bid Aw~rds (memo distributed, tabulations attached) <br />Mr. Gleason introduced Bert Teitze1, Public Works. Mr. Teitze1 stated that <br />there are two projects and that Bid 4 would be taken first. <br /> l. Paving and sidewalk on Todd Street from West 18th Avenue to <br /> 500 feet south of Ellen Street; and on Ellen Street from 85 feet <br /> west of Buck Street to 100 feet east of Coventry Way (1931) <br />Mr. Teitze1 stated that this was initiated by a 64.3-percent petition of the <br />property O~'Iners. A neighborhood meeting was held regarding the opening and <br />paving of Ellen Street. There are three options: paving and sidewalk on Todd <br />Street only; paving and sidewalk on Todd Street and Ellen Street from Buck to <br />Coventry; and paving and sidewalk on Todd Street and Ellen Street from Buck to <br />Todd a including bike path connector to Coventry. Staff recommends that the third <br />option, the full paving project, be approved. Staff received responses from <br />over 50 people. Twenty-nine owners were in favor and 28 were opposed. He <br />showed a diagram of where the property owners lived who voiced an opinion.
