Hamel, Cynthia Wooten, and Emily Schue. COUNCILORS ABSENT: Eric Haws. Regular meeting of the City Council of the City of Eugene, Oregon, was called to order by His Honor, Mayor Gus Keller. 1. PUBLIC HEARINGS A. Public Works Bid Awards (memo distributed, tabulations attached) Micheal Gleason, City Manager, introduced Bert leitzel, Public Works. Mr. Teitzel stated that there are 15 projects. The first project is the recon- sideration of paving and sidewalks on Crescent Avenue from Gilham Road to Coburg Road. This is a rehearing since it was discovered after the council meeting on . July 13, 1981, when the contract was awarded, that the affected property owners were not notified of the hearing. Staff recommends that council reopen the hearing and reconsider the project. This project was authorized by the council on May 26, 1981. Considerable testimony was received concerning elimination of parking, possible increase in truck traffic, increase in car traffic and speed, cost to property owners, and "double-frontage" assessments. At the council hearing and at a meeting with adjacent property owners on June 11, 1981, it was agreed to allow additional street parking and to eliminate the left turn lane except at the intersection at both ends of the project, to monitor the truck traffic, and to develop through-truck restrictions if necessary. The final design is the minimum necessary to accommodate the projected volumes of traffic. The project as authorized provides for the safety of bicyclists, joggers, and pedestrians, and accommodates the increasing traffic volumes. The counc i 1 has reviewed the assessment policy regarding double-frontage lots and this project will be assessed by the current policy. The costs to abutting properties will be $23.40 per front foot for 20-foot-wide streets, $35.60 per front foot for 36-foot-wide streets, and $9.15 for five-foot sidewalks. A petition in opposi- tion to this project has been submitted by owners of 53 percent of the front footage, and that petition should be con~idered as a formal remonstrance against the project. This means that the council must reconsider the necessity of the improvement, and a two-thirds vote of the council is required to award the contract. .
