0
..
Ms. Miller moved, seconded by Mr. Obie, to direct staff to continue
. negotiations with School District 4-J to enter into a lease for
city use of Lincoln School to be brought back for council review,
to bring back a report to the council with additional financial
data, have staff begin sub-lease procedures as noted in Plan B
with fall-back to be Plan A, and come back to council with an
outline of tenant guidelines and definitions.
Ms. Wooten noted there could also be some combination of the two plans in order
to ensure a steady income stream.
Roll call vote; motion carried unanimously.
V. BONNEVILLE POWER ADMINISTRATION ENERGY MANAGEMENT PROGRAM GRANT AND
L-COG LOCAL ELECTRIC ENERGY COMMITTEE REQUEST FOR PRIORITIES--STAFF
REPORT (memo attached; additional information under separate cover)
Mr. Gleason stated this would be allowing staff to proceed with a grant applica-
tion. He introduced Greg Page, Technology Coordinator.
Mr. Page stated that Ms. Wooten had previously presented two summaries of Energy
Management Program Grant proposals to be submitted on behalf of the City to BPA.
Also, she had requested that council energy priorities be used by the local
Electrical Energy Committee for their work program. Mr. Page stated there are a
couple of concerns. Bonneville Power1s solar use potential will be useful in
future years. He has been pursuing writing the grants. Springfield City
e Council has asked to participate with Eugene and the L-COG Local Electrical
Energy Committee if there are no objections. Assuming that there are no objec-
tions, this grant application will be submitted August 14, 1981. Also, there is
a sense of priority regarding energy conservation. Staff will prepare a letter
for Councilor Wooten to submit to the Local Electrical Energy Committee.
Ms. Smith noted that she appreciates the information and clarification.
The meeting was adjourned to August 17, 1981, at 7 p.m.
Respectfully s~
~~
,",. . . -
Micheal D.
