W. Hamel, Emily Schue. <br /> COUNCILORS ABSENT: Eric Haws and Cynthia Wooten. <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by his Honor Mayor Gus Keller. <br /> 1. PUBLIC HEARING ON PROPOSED REVISIONS TO AMBULANCE ORDINANCE (memo and <br /> ordinance distributed) <br /> Mike Gleason, City Manager, introduced Dave Whitlow, Assistant City Manager. <br /> Mr. Whitlow stated that Council Bill 2352 contains revisions to the City's <br /> ambulance ordinance to separate the licensing of ambulance, first-aid vehicle, <br /> and wheelchair coach functions. In the past, all three were provided by the <br /> same company (Medical Services, Inc.) and the licensing procedures were combined. <br />e The current ordinance must be amended to allow for the public ambulance provider <br /> (the City of Eugene) and for private providers of both first aid and wheelchair <br /> services. The ordinance provides definition of the three functions, provides <br /> licensing procedures and standards, and provides the conditions under which <br /> contract first-aid vehicles can transport individuals. Eugene, Springfield, and <br /> various private companies have provided input on this ordinance. None of the <br /> private companies have expressed major concerns regarding the ordinance provis- <br /> ions. If this ordinance is passed with the emergency clause, this would allow <br /> private companies to be licensed tomorrow. The Springfield City Council is <br /> considering an identical ordinance at its meeting tonight. <br /> Mr. Lindberg asked if the word "recumbent" is being used in the definition of an <br /> individual who would be lying down. Mr. Whitlow said that is the basic definition. <br /> Public hearing was opened. <br /> Rich Ellis, 992 Sunset Drive, sprinffield, stated that he has provided input <br /> on this ordlnance and is pleased Wl h the final draft. His company provides <br /> health services transportation and is a potential vendor of services.
