<br /> M I NUT E S <br />e Eugene City Council <br /> City Council Chamber <br /> October 26, 1981 <br /> 8 p.m. <br /> COUNCILORS PRESENT: Gretchen Miller, Brian Obie, Betty Smith, Mark Lindberg, <br /> and Emily Schue. <br /> COUNCILORS ABSENT: D. W. Hamel, Eric Haws, and Cynthia Wooten. <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by His Honor Mayor Gus Keller. <br /> 1. COMMENTS FROM MAYOR KELLER <br /> "It's ironic that on the evening that we are here to say special words about <br /> those people in our community who volunteer their time, that the number one <br /> leaders in the volunteer organization in the community are having a little <br /> difficulty in reaching a quorum. We will eventually have one more councilor <br /> join us when we get to the official business part of tonight's agenda. But, <br />e while we are waiting, I thought I would make a few opening comments, and then <br /> maybe some of the councilors would like to make some brief comments, also." <br /> "First of all, October is Citizen Participation Month in the City of Eugene and <br /> has been now for five or six years, and I'm sure with the success of this <br /> evening, it will continue to be." <br /> "A high priority is how busineis is conducted in the City of Eugene. Just a <br /> brief recap of where we are today and where we are going tomorrow, is that I am <br /> happy to announce that we now have 55 boards and commissions and committees <br /> within our City that we appoint people to, either as City commissions and boards <br /> or as representatives of the City on other boards and commissions that are <br /> formalized by other jurisdictions." <br /> "In addition to council members, we have about 330 citizens who give about <br /> 21,000 volunteer hours per year to the City. We have another 700, give or take <br /> 10 or 20, people who participate regularly in our 20 neighborhood organizations, <br /> bringing the total of citizens participating directly in City government to over <br /> 1,000 people. They give us totally about 25,000 hours each year to make this <br /> commun ity a place we can all be proud of. II <br /> "Not only do our citizens like to give advice to the council, but they've also <br /> shown that they are willing to shoulder the burden of responsibility of getting <br /> things done.
