ORDINANCES FOR SECOND READING--PARADE PERMIT ORDINANCES AND ADMINISTRATIVE <br /> RULES REVISION (ordinances, rules distributed) <br /> Mr. Gleason noted that the council has held several public hearings on this item <br /> and has asked staff to redesign the ordinance. <br /> CB 2310--An ordinance concerning parades; amending Section 5.500, <br /> 5.505, 5.510, and 5.520 of the Eugene Code, 1971; and <br /> declaring an emergency. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote; motion carried 4-1, with <br /> Councilor Obie voting no; the bill was declared passed and numbered <br /> 18885. <br /> CB 2383--An ordinance concerning activities on streets and sidewalks; <br /> amending Section 4.860 of the Eugene Code, 1971; and <br /> declaring an emergency. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote; motion carried 4:1, with <br /> Councilor Obie voting no; the bill was declared passed and numbered <br /> 18886. <br /> IV. CONSIDERATION OF MINUTES/FINDINGS OF FACT OF HEARINGS PANEL OF SEPTEMBER <br /> 21, 1981, RE: RENEWAL ENDORSEMENT OF A RETAIL MALT BEVERAGE LIQUOR <br />e LICENSE FOR GRAND AMERICAN DISCOS, INC., DBA GRAND ILLUSIONS, 412 PEARL <br /> STREET (findings, minutes distributed) <br /> Ms. Miller noted that this was a long, interesting hearing on a liquor license <br /> appeal. Ms. Schue added that there had been problems with this establishment. <br /> Now, the people would like to sell their business and it is easier to sell with a <br /> liquor license than without it. <br /> Ms. Miller moved, seconded by Mr. Obie, to approve the Hearings <br /> Panel minutes of September 21, 1981, and to adopt the findings of <br /> fact upholding the appeal. Roll call vote; motion carried unanimously. <br /> V. SUBCOMMITTEE NOMINATIONS FOR EMERALD CANAL FEASIBILITY TASK FORCE <br /> (information distributed) <br /> Mr. Lindberg noted that the subcommittee has been working hard to come up with a <br /> balanced committee and they think they will have that to present to the council <br /> on October 28.
