<br /> Mr. Hamel said that the subcommittee should focus on Option 5. He said that as <br />e a result of the recession, areas formerly identified as blighted and in need of <br /> CD funds were no longer the only areas needing the funds. He felt that the <br /> funds should go to areas where they would do the most good. <br /> Ms. Schue did not want the subcommittee to restrict its work to Option 5 <br /> because she felt that this was the narrowest of the options presented. She did <br /> not want to exclude programs which had worked well in the past. <br /> Mr. Keller suggested that the subcommittee revi.ew the council discussion and the <br /> concerns expressed and perhaps use Option 5 as the starting point for future <br /> discussion. <br /> The council took a short break. <br /> B. Rezonings <br /> 1. Property located on the west side of Jacobs Street, east of <br /> Fairfield Street from RA Suburban Residential District (Tax Lot <br /> 1401) and R-l Low-Density Residential District (Tax Lot 3900) to <br /> RP Residential Professional District (Lutheran Laymen of Lane <br /> County) (Z 81-8) (map and background information distributed) <br /> Mr. Gleason said that Jim Croteau, Planning Department staff, and Adrienne <br /> Lannom, chairperson of the Eugene Planning Commission, were present to answer <br /> any questions. There were no questions. <br />e No ex parte contacts or conflicts of interest were declared. The staff notes <br /> and minutes were made a part of the record. <br /> Mayor Keller opened the public hearing. <br /> Glen Pederson, 1189 Fairfield, represented Lutheran Laymen of Lane County. He <br /> said that this group had addressed the concerns of the Metropolitan Area General <br /> Plan in its application statements and had indicated that there is a public need <br /> which can best be served by the proposed rezoning.
