This process must ocd <br /> before Eugene's program has any chance' of being accepted 1 <br /> voters in River Road/Santa Clara. <br /> Scott Lieuallen asked Jim Hale if he wished to limit ability of City to u~ <br /> Plan documents. Mr. Hale stated no single policy in any document ar <br /> nothing in the Metropolitan Plan should preclude formation of a new city. <br /> 27.
