Cable TV Commission progress--Mr. Bradley requested Mr. Williams Comm <br />to provide a status report on progress of final negotiations of File <br />the Cable TV Commission and whether the Council will be able to 1/5/77. <br />'- participate in those final ne gotiations. <br /> <br />Mr. Williams commented that a draft of the franchise had been <br />completed and sent to Teleprompter about ~wo weeks ago, requesting <br />that it be a basis for negotiations. Teleprompter's representative <br />will be in Eugene January 6th to meet with staff and the Commission. <br />Mr. Williams commented that there is no specific time set for com- <br />pletion of the negotiations. A negotiation team will include Mr. <br />Long, City Attorney's office, and representatives from each of the <br />three Hearings were held several months ago and the Commission will <br />hold a public hearing later before final negotiations are completed, <br />at which time anyone can testify. Mr. Bradley asked why this approach <br />was used and why the Council was not making the final decision. Mr. <br />Williams commented that final approval_will be made by each of the <br />three governing bodies. Too, the format being followed_was origi- <br />nally approved by the Council. <br /> <br />Mr. Bradley then asked if the negotiations would allow some public <br />TV time to which Mr. Williams replied that a channel -for public <br />purposes is planned. Also, citizens can show home programs on <br />that channel by paying the cost of showing those programs. <br /> <br />E. Affirmative Action Report Format--Memo of January 3, 1977, has been <br />distributed to Council explaining that a meeting will be held at <br />noon on January 14 to develop the format for the -next affirmative ~ <br />__ action report. Scheduling of Interviews of Applicants for Council-appointed <br />Boards and Commissions. Report on Logging Problems in South Hills--Report has been distri- <br />buted and Council has toured the area. Ed Smith, Parks Director, <br />reported that this logging operation is the first one legally per- <br />mitted since the inception of the tree-cutting ordinance. He also <br />mentioned that it was being very closely monitored by his staff; ~ <br />'- the permit had been issued in May, 1975.
