<br /> deferral of assessments limit the income of the applicant to $4,000 <br />. for an individual or $5,000 for a couple, with $400 allowed for each <br /> dependent. Assets in addition to the property of residents are lim- <br /> ited to $20,000. Extension or modification of payments for assessments <br /> are allowed if the income does not exceed $6,000 for an individual or <br /> $7,000 for a couple, or $400 for each dependent, and a $20,000 limit <br /> on assets. It is felt that as a result of inflation the assessments <br /> create hardships for property owners whose incomes or assets exceed <br /> the limits. In order to adjust the present income 1 imits to meet cur- <br /> rent needs and also to establish a scale of limitations which will re- <br /> flect changing economic conditions without repeated Council action, <br /> it is recommended that the income limits be expressed in percentages <br /> rather than flat dollar amounts. These percentages would be based on <br /> the Lane County median-family income figure reported by HUD in the <br /> Section 8 guidelines for housing assistance. <br /> As the median income reported by HUD changes the dollar amount limit- <br /> ing assessment referrals or payment modifications would automatically <br /> adj ust. He indicated that it is recommended that deferral of assess- <br /> ment payments be allowed for individuals with income of less than 35 <br /> percent of the Lane County median-family income, or Couples with <br /> an income of less than 40 percent of that median; and that an addi- <br /> tional 5 percent of the median-family income be allowed for each <br /> dependent. The age limitation of 62 would remain. The recommended <br /> change for income limitation on persons eligible for extension or <br /> modification of assessments payments would allow an individual in- <br /> come of 55 percent of the Lane County median-family income, and 60 <br />it percent for a couple with an additional 8 percent for each dependent. <br /> The age limitation of 55 would remain. <br /> Councilman Haws asked if this assessment financial qualification would <br /> relate back to other assessments already levied under this City Code, <br /> to which Manager replied yes. <br /> Public hearing was held with with no testimony being presented. <br /> Council Bill 1308--Amending Eugene Code re: Deferral, ex- <br /> tension, or modification of payment of <br /> assessments-eligibility was read by Council Bill number and <br /> title only, there being no Council member present requesting <br /> that it be read in full. <br /> Mr. Haws moved, seconded by Mr. Hamel, that the Bill be read <br /> a second time by Council Bill number only, with unanimous <br /> consent by the Council, and that enactment be considered at <br /> this time. Motion carried unanimously and the bill was read <br /> the second time by the Council bill number only. <br /> Mr. Haws moved, seconded by Mr. Hamel, that the Bill be approved <br /> and given final passage. Roll call vote.
