RESOLUTION NO. 4839 <br /> <br />A RESOLUTION AUTHORIZING AN EXCEPTION TO <br />THE PUBLIC INFORMATION FUNDING LIMITATIONS <br />OF THE LIMITED NEIGHBORItOOD RECOGNITION <br />POLICY FOR ORGANIZATIONS IN THE RIVER ROAD <br />AND SANTA CLARA AREAS ESTABLISHED BY <br />RESOLUTION NO. 4705 FOR THE FISCAL YEAR 2005/06. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br /> A. On February 25, 2002 the City Council adopted a Limited Neighborhood <br />Recognition Policy for Organizations in the River Road and Santa Clara Areas (the "Policy") as <br />set forth in Section 1 of Resolution No~ 4705. <br /> <br /> B. Under Subsection (3) of the Policy organizations are entitled to receive funds <br />fkom the City for public information efforts, pro-rated by the number of addresses within the City <br />limits. Subsection (4) of the Policy reiterates that the City will not provide newsletter/public <br />inf6rmation funding for the portion of the neighborhood not within the City limits~ <br /> <br /> C. A motion was passed during a City Budget Committee meeting to allocate funds <br />for public inI%nnation efforts for non-City addresses within the River Road/Santa Clara area. <br />This was a one-time proposal, and the funds would be made available during the 2005/06 fiscal <br />year from the River Road/Santa Clara Sewer Assessment Bond Fund, not the City's General <br />Fund. <br /> <br /> D, The Council finds it would be in the public interest to authorize an exception to <br />the public information funding limitations of Subsections (3) and (4) of the Policy for the fiscal <br />year 2005/06. <br /> <br />NOW, THEREFORE~ <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br /> Section 1, Based on the above findings, which are adopted herein, an exception to the <br />public funding limitations of Subsections (3) and (4) of the Limited Neighborhood Recognition <br />Policy is authorized, and public information may be provided to non-City addresses within the <br />River Road/Santa Clara area during the fiscal year 2005/06. This exception is limited to the <br />2005/06 fiscal year, and is contingent upon, and limited to, the funds allocated from the R~ver <br />Road/Santa Clara Sewer Assessment Bond Fund under the City's adopted budget for the 2005/06 <br />fiscal year. <br /> <br />Resolution- 1 <br /> <br /> <br />
