Mayor Piercy
voted in support of the amendment and it passed.

Speaking to the main motion, Ms. Taylor averred that an enterprise zone did not fit in with the City's policy
of supporting sustainable development. She predicted the zone would cause growth in certain
parts of the City. She reiterated her feeling that the assumption that development would not happen without
the zone was unsubstantiated.

Ms. Bettman conveyed her appreciation for the work of staff and for the support her amendment had
received.

Mr. Kelly, seconded by Ms. Bettman, moved to extend the time by two
minutes.
