<br />excessive force complaints where there is documented property damage and/or physical injury, and <br />third-party complaints” (p. 4 of MATT report). The Auditor’s Office will take responsibility for the <br />program management and will consider the input from stakeholder groups, such as the Civilian Review <br />Board, Police Commission, and Human Rights Commission. Alternative Dispute Resolution will <br />require contract development, selection and training of mediators, public outreach and education and the <br />development of procedures and forms. Other protocol described in the MATT report will be assigned to <br />the Auditor’s Office. If the volume of work is too great, the Auditor’s Office will request support from <br />other stakeholder departments and agencies to ensure that the program is administered in a manner that <br />is consistent with best practices in the field of conflict resolution in a civilian police oversight model. <br />This will allow for swift implementation of the program with little additional cost. The alternatives are <br />outlined in page 8 of the MATT report and include contracting with an outside agency, division among <br />the Auditor’s Office and an outside entity, or the issuance of an outside contract to assist the <br />City/Auditor’s Office with implementing the new program. The University of Oregon Law School <br />Alternative Dispute Resolution Program may be able to provide support for these tasks. In any case, the <br />Auditor’s Office will report to the council on the results of its use of conflict resolution. <br /> <br />The Police Chief, Department of Human Resources and Risk Services, and City Attorney may want to <br />comment on this proposal. <br /> <br /> <br />RELATED CITY POLICIES <br />This is consistent with the council’s goals of providing for a safe community and effective accountable <br />municipal government. It also represents another opportunity to establish and practice the principals of <br />community policing. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council may amend the proposal or approve the proposal and direct the creation of a draft ordinance <br />to be discussed at a City Council work session. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to approve the proposal and direct the creation of a draft ordinance. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
