<br />ATTACHMENT A <br /> <br />RESOLUTION NO. __________ <br /> <br />A RESOLUTION SUPPORTING AND PROMOTING THE <br />FEDERAL ENDANGERED SPECIES ACT OF 1973 AND <br />RECOVERY OF THREATENED AND ENDANGERED FISH <br />AND WILDLIFE SPECIES. <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. <br />In the United States, in Oregon, and in Eugene there is a long and proud tradition <br />of conservation and protection of fish and wildlife. <br /> <br />B. <br /> The people of Eugene recognize that the health of native fish and wildlife are <br />inextricably linked to the strength and vitality of our region’s health, economy and culture. <br /> <br />C. <br /> The Endangered Species Act of 1973 has served as a safe harbor for <br />quintessential Oregon native species such as the Peregrine Falcon, Chinook Salmon, and the <br />Fender’s Blue Butterfly. <br /> <br />D. <br /> The City of Eugene adopted a resolution in 2000 directing the City to support <br />recovery of Upper Willamette Spring Chinook through an integrated City-wide effort of <br />regulatory compliance and proactive environmental restoration projects, in response to the 1999 <br />listing of this species as threatened. <br /> <br />E. <br /> The City of Eugene has adopted numerous goals, policies and strategies to ensure <br />that the immeasurable benefits of natural areas are passed on to future generations. <br /> <br />F. <br /> Several legislative proposals pending before the United States Congress would <br />weaken the ability of the Endangered Species Act to recover listed species. <br /> <br />NOW, THEREFORE, <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br /> Section 1. <br /> It shall be the policy of the City of Eugene to support and promote, through its <br />elected officials, staff, agents and advocates, upholding the Federal Endangered Species Act of <br />1973 and integrating the tools it provides with local collaboration towards the recovery of <br />threatened and endangered fish and wildlife species. <br /> <br />Section 2. <br /> This Resolution shall become effective immediately upon its adoption. <br /> <br />The foregoing Resolution adopted the ____ day of November, 2006. <br /> <br /> <br /> _________________________________________ <br /> City Recorder <br /> <br />Resolution - 1 of 1 <br />L:\CMO\2006 Council Agendas\M061113\S0611133D-attA.DOC <br />
