Metropolitan Wastewater Management Commission Budget Message <br />BUDGET MESSAGE <br />Members of the Metropolitan Wastewater Management Commission (MWMC) <br />MWMCs’ Customers and Partnering Agencies <br />We are pleased to present the Metropolitan Wastewater Managem <br />ent Commission’s budget for <br />fiscal year 2018-19. This budget funds operations, administration, and capital projects planned <br />for the Regional Wastewater Program. <br />MWMC Background <br />The Metropolitan Wastewater Management Commission (MWMC) was formed by Eugene, <br />Springfield, and Lane County through an intergovernmental agreement (IGA) in 1977 to provide <br />wastewater collection and treatment services for the Eugene-Sprinfield metropolitan area. The <br />seven-member Commission, appointed by the City Councils of Eugene and Springfield and the <br />Lane County Board of Commissioners, is responsible for oversight of the Regional Wastewater <br />Program. Since 1983, the Commission has contracted with the cities of Springfield and Eugene <br />to provide all staffing and services necessary to maintain and support the Regional Wastewater <br />Program. <br />The MWMC has been quietly providing high-quality wastewater services to the metropolitan <br />area for 41 years. The combined Eugene-Springfield population is about 228,400, with the <br />MWMC providing wastewater services for approximately 78,000 residential and commercial <br />accounts. The MWMC is committed to clean water, the community’s health, and the local <br />environment, and to providing high quality services in a manner that will achieve, sustain, and <br />promote balance between community, environmental, and economic needs. <br />Budget Development Process <br />The MWMC’s budget development schedule begins in January, with a budget kick-off to review <br />key outcomes the Commission strives to achieve, along with performance indicators identified to <br />measure results of annual workplans over time. February includes a presentation of the draft <br />Capital Improvement Program (CIP) budget and five-year capital plan, and in March the <br />operating budget programs and user fee rate scenarios are presented for discussion and direction. <br />In April, the Commission holds public hearings on the Preliminary Regional Wastewater <br />Program (RWP) Budget and CIP and regional wastewater user rates. In May, the RWP budget is <br />provided to the three governing bodies of Springfield, Eugene and Lane County for their review, <br />input and ratification. The RWP Budget and CIP returns to the MWMC in June for final <br />approval, with budget implementation occuring July 1. <br />Fiscal Year 2018-19 Budget <br />Administration and Capital Improvements Program (CIP) components of the MWMC’s budget <br />are reflected in the City of Springfield’s RWP budget. Operations, maintenance, equipment <br />replacement, major rehabilitation, and major capital outlay components are reflected in the City <br />of Eugene’s RWP budget. Both cities’ Industrial Pretreatment Programs are managed locally in <br />compliance with the MWMC Model Ordinance, and are also included in the RWP budget. <br />Page 1FY 18-19 BUDGET AND CIP <br /> <br />
